A. 
Police Committee created. The Hobart-Lawrence Police Committee is hereby created pursuant to §§ 60.56 and 66.0301, Wis. Stats.
B. 
Composition. The Hobart-Lawrence Police Committee shall consist of three members, two appointed by the Village of Hobart[1] and one appointed by the Town of Lawrence, all pursuant to §§ 60.56 and 62.13, Wis. Stats., as applicable. A majority of the Committee members is a quorum. Initial members shall be appointed to serve one-, two- and three-year terms. Initial members' terms shall commence immediately upon appointment with the initial term considered to have begun on the first Monday of May 2001. The Village of Hobart shall appoint one member for a one-year and one member for a three-year term. The Town of Lawrence shall appoint one member for a two-year term. Thereafter, each regular appointment shall be for a term of three years, with such appointment to be made between the last Monday of April and the first Monday of May. Upon appointment of initial members, the members of the Committee shall elect a President, Vice President, and Secretary, and thereafter annually, following the appointment of members for regular terms.[2]

C. 
Duties. Upon establishment of the Hobart-Lawrence Police Committee, the Committee shall have the duties as set forth in §§ 60.56(1)(am)1 and 62.13(5), Wis. Stats.
D. 
Compensation. Hobart-Lawrence Police Committee members shall receive Committee service compensation as established from time to time by the Boards of the Village of Hobart and the Town of Lawrence.
The Hobart-Lawrence Police Department is hereby created pursuant to §§ 60.56 and 66.0301, Wis. Stats., and as provided in the Intergovernmental Police Protective Services Agreement between the Village of Hobart and the Town of Lawrence, as amended from time to time. The Police Department shall provide police protection services to the Village of Hobart and the Town of Lawrence, which services shall include, but are not limited to, the following:
A. 
Provide police protection to the public at large, where required.
B. 
Routine investigations and the general maintenance and enforcement of law and order.
C. 
Investigation of crimes and the preparation of cases for the prosecution of criminal offenses, traffic offenses, or ordinance violations.
D. 
The prevention and control of juvenile delinquency, the removal of crime hazards, and the coordination of community agencies interested in crime prevention.
E. 
The control of traffic, prosecution of traffic violations, policing and reporting traffic accidents.
A. 
Compensation. The officers of the Hobart-Lawrence Police Department shall receive such compensation from the Village of Hobart and Town of Lawrence as may, from time to time, be fixed by the Boards of the Village of Hobart and the Town of Lawrence. All fees, bills, deposits, and other special remuneration or funds collected or received by the Department or any officers or members thereof shall be deposited with the Clerk/Treasurer of the Village of Hobart not less than monthly.
B. 
Powers. Each officer of the Hobart-Lawrence Police Department shall possess the powers conferred on marshals, constables, and police officers by law and shall preserve the public peace and enforce the laws and ordinances of the state, the County of Brown, and the Village of Hobart and Town Lawrence, subject to the orders, rules and regulations of the Boards of the Village of Hobart and the Town of Lawrence.
