A. There
is hereby established a Home Improvement Program for the benefit of
the residents of the City of Winchester for use in making certain
improvements to owner-occupied, single-family households.
B. Said
Home Improvement Program shall be funded by funds to be received by
the City of Winchester under Community Development Block Grants as
may be provided for by contract between the City of Winchester and
St. Louis County.
C. Said
Home Improvement Program shall provide interest-free loans to eligible
participants in amounts as determined in accordance with the rules
and regulations administered by the St. Louis County Department of
Human Resources, office of Community Development.

A. To
be eligible for participation in the Home Improvement Program, the
property owner or owners shall meet all the following requirements:
1. Shall own the property to be improved by the Home Improvement Program
and shall have occupied the structure at the time of application for
participation in the program.
2. Shall establish to the satisfaction of the office of Community Development
of Human Resources of St. Louis County that the total family income
of the participant, and any other member or members of the household,
shall not exceed the guidelines as approved and provided for by the
office of Community Development, Department of Human Resources of
St. Louis County.
3. Shall execute an agreement with the Department of Human Resources
office of Community Development of St. Louis County that shall include
all of the following provisions:
a. Specifying the improvements to be undertaken and authorizing the
City of Winchester and the Department of Human Resources office of
Community Development of St. Louis County to inspect and qualify such
improvements.
4. Such ability for participation in the Home Improvement Program for
the City of Winchester shall be governed by the standard operating
procedures of the Department of Human Resources of St. Louis County,
office of Community Development.

A. St.
Louis County Department of Human Resources office of Community Development
would administrate the Home Improvement Program on behalf of the City
of Winchester.
B. St.
Louis County Department of Human Resources office of Community Development
shall report to the City of Winchester all transactions including,
but not limited to, the names and addresses of applicants, acceptance
of applicants, increments of inspection, forfeiture of eligibility,
foreclosures and all collection actions at the time intervals as provided
by the operating procedures of the Department of Human Resources office
of Community Development. However, the Department of Human Resources
office of Community Development shall not inform the City of the income
and sources of income of applications.
C. The
City of Winchester shall inspect all participants prior to and after
compliance for the purpose of reimbursements. The City shall also
inspect participants prior to compliance for the purposes of reimbursements
for the period of participation in the program and as provided by
the rules and regulations of the St. Louis County Department of Human
Resources office of Community Development.

The Mayor of the City of Winchester is authorized to enter into
a contract with the Department of Human Resources office of Community
Development of St. Louis County for the implementation of the Home
Improvement Program.

All contractors undertaking work under the Home Improvement
Program shall be required to obtain permits and required to comply
in all respects with all Codes of the City of Winchester.
Income requirements shall be as set by the St. Louis County
Office of Community Development in accordance with Federal guidelines.
