No permit for the taking of sea worms or shellfish shall be
issued to any person who is not a citizen of the City or a resident.
Persons engaged in the business of selling sea worms to be used
for fishing shall be included in this section.
Digging may take at any time sufficient sea worms for a day's
fishing without any permit, provided such taking does not exceed one
quart of worms per person.
No person shall be permitted to take or dig sea worms by means
of any electrical appliance or other mechanical device.
