Nothing in this Title or the ordinance adopting this Title shall
affect Ordinance No. 1813, establishing a Police Reserves Manual,
and such ordinance is hereby recognized as continuing in full force
and effect to the same extent as if set out at length in this Title.

There is hereby created and established a Police Department
for the City, to consist of a Chief of Police and as many other Police
Officers as may be deemed necessary from time to time by the Board
of Aldermen. Such department shall include all other personnel which
may be authorized from time to time by the Board of Aldermen.

The City is hereby authorized to adopt the provisions for collective
bargaining with law enforcement personnel in the form attached hereto
as "Exhibit A," which is held on file in the City offices, which is
hereby adopted and approved by the Board of Aldermen.
