It shall be the duty of all the officers of the City to report
annually to the Board of Aldermen, such reports to embrace a full
statement of the receipts and expenditures of their respective offices
and such other matters as may be required by the Board of Aldermen
by ordinance, resolution or otherwise.
The Mayor or Board of Aldermen shall have power, as often as
he/she or they may deem it necessary, to require any officer of the
City to exhibit his/her accounts or other papers or records and to
make report to the Board of Aldermen, in writing, touching any matter
relating to his/her office.

A. Subject
to the laws of the State of Missouri, city officials and employees
shall be responsible and take direction as follows:
1. The City Administrator shall be responsible to the Mayor and Board
of Aldermen and shall take direction from the Mayor.
2. The Assistant City Administrator shall be responsible to the Mayor
and Board of Aldermen and shall take direction from the Mayor and
City Administrator.
3. The City Clerk shall be responsible to and shall take direction from
the Board of Aldermen, Mayor and City Administrator.
4. The Municipal Court Clerk shall be responsible to and shall take
direction from the Municipal Judge, Prosecuting Attorney and City
Administrator.
5. The City Treasurer shall be responsible to and shall take direction
from the Board of Aldermen, Mayor, City Administrator and City Certified
Public Accountant.
6. The City Attorney shall be responsible to and shall take direction
from the Board of Aldermen, Mayor and City Administrator.
7. The City Finance Director shall be responsible to and shall take
direction from the Board of Aldermen, Mayor and City Administrator.
8. The City Engineer shall be responsible to and shall take direction
from the Board of Aldermen, Mayor and City Administrator.
9. The Municipal Judge and the Prosecuting Attorney shall be independently
responsible for administration of the Municipal Court without direction
from any other city official, employee or body.
10. Should any of the foregoing city officials or employees receive conflicting
directions from the officials to whom they are responsible, they shall
be subject to the authority of those officials in the order in which
such officials are named above.
11. The authority of the Aldermen shall reside in the Board of Aldermen
acting as a Board at a lawful meeting and not in individual Aldermen.
Individual Aldermen are not authorized to give direction to city officials
or employees.
