The International Energy Conservation Code, 2015 Edition, as published by the International Code Council, is hereby adopted as the Energy Conservation Code of the City; and all of the regulations, provisions, penalties, conditions and terms of the International Energy Conservation Code, 2015 Edition, as published by the International Code Council, are hereby referred to, adopted and made part thereof, as if fully set out in this Article, with the additions, insertions, deletions and changes prescribed in this Article.

Throughout the Energy Conservation Code adopted pursuant to Section 500.160 of this Article, whenever the terms "Name of Jurisdiction" or "Local Jurisdiction" appear, it shall be deemed to mean "City of Cottleville, Missouri."

Throughout the Energy Conservation Code adopted pursuant to Section 500.160 of this Article, whenever the terms "Code Official" or "Department of Building Safety" appears, they shall be deemed to mean the "Director of Public Works" of the City of Cottleville, Missouri.

Throughout the Energy Conservation Code adopted pursuant to Section 500.160 of this Article, whenever the term "Chief Appointing Authority" is used in the code, it shall be deemed to mean the "Board of Aldermen" of the City of Cottleville, Missouri, and whenever the term "Legal Representative" is used, it shall be deemed to mean "City Attorney."

A. 
The Energy Conservation Code adopted in Section 500.160 is amended as follows:
(CHAPTER 1 [CE] SCOPE AND ADMINISTRATION)
(SECTION C101 SCOPE AND GENERAL REQUIREMENTS)
1. 
C101.1 Title. This code shall be known as the International Energy Conservation Code of the City of Cottleville, Missouri, and shall be cited as such. It is referred to herein as "this code."
(SECTION C103 CONSTRUCTION DOCUMENTS)
2. 
C103.1 General. Construction documents, technical reports and other supporting data shall be submitted as required by the Building Official with each application for a permit. The construction documents and technical reports shall be prepared by a registered design professional where required by the statutes of the jurisdiction in which the project is to be constructed. Where special conditions exist, the code official is authorized to require necessary construction documents to be prepared by a registered design professional.
Exception:
The code official is authorized to waive the requirements for construction documents or other supporting data if the code official determines they are not necessary to confirm compliance with this code.
(SECTION C104 INSPECTIONS)
3. 
C104.90 Workmanship. Repairs, maintenance work, alterations or installations which are caused directly or indirectly by the enforcement of this code shall be executed and installed in a workmanlike manner in compliance with this code, in accordance with industry standards, and in accordance with the manufacturer's installation instructions.

C108.1 Authority. For the purposes of this code, all stop work orders shall be in accordance with the procedure established for the Building Code of City of Cottleville, Missouri.

C109.1 General. For the purposes of this code, all appeals shall be in accordance with the procedure established for the Building Code of City of Cottleville, Missouri.

A. 
Any person violating any of the provisions of the code adopted in this Article shall be deemed guilty of an ordinance violation and upon conviction thereof shall be fined in an amount not exceeding five hundred dollars ($500.00) or be imprisoned in the City or County Jail for a period not exceeding ninety (90) days, or both such fine and imprisonment. Each day such violation is committed or permitted to continue shall constitute a separate ordinance violation and shall be punishable as such hereunder.
B. 
Whenever any provision of the Revised Statutes of Missouri or other Statute of the State limits the authority of the City to punish the violation of any particular provision of the code adopted in this Article to a fine of less amount than that provided in this Section or imprisonment for a shorter term than that provided in this Section, the violation of such particular provision shall be punished by the imposition of not more than the maximum fine or imprisonment as authorized, or by both such fine or imprisonment, if authorized.
