The Borough of North East hereby creates a recreation commission to be hereafter known and designated as "North East Recreation Commission."
A. 
North East Recreation Commission may maintain, regulate and operate public parks, parkways, playgrounds, play fields, swimming pools, public baths, bathing places, indoor recreation centers and gymnasiums, hereinafter called "recreation places" within the Borough of North East or in the adjacent Township of North East or in any other township.
B. 
North East Recreation Commission may jointly maintain, regulate and operate recreation places with a recreation commission created by the adjacent Township of North East and the School District of the Borough of North East and the School District of the Township of North East.
North East Recreation Commission shall consist of a minimum of five and a maximum of nine persons. Two of the members may be members or appointees of the School Board of the School District of the Borough of North East. The Borough members of the Commission shall be appointed by the Borough Council and shall serve no longer than five years. Terms of the members shall be staggered in such a manner that at least one expires annually. Members of such Commissions shall serve without compensation. Vacancies in such Commission occurring otherwise than by expiration of term shall be filled for the unexpired term in the same manner as original appointments.
The members of the North East Recreation Commission shall elect their own Chairman and secretary and select all other necessary officers to serve for a period of one year. North East Recreation Commission shall keep a record of its resolution, transactions, findings and determinations, which record shall be a public record.
