It is the policy of the City of Pleasant Valley to establish
committees and procedures for such advisory committees. Advisory committees
shall be created by the Board of Aldermen whenever, in the opinion
of the Mayor and the Board of Aldermen, the City of Pleasant Valley
will benefit from the establishment of an advisory committee. This
Article may be referred to as the "Advisory Committees and General
Procedures Ordinance".

A. The
Board of Aldermen of the City of Pleasant Valley shall establish thirty
(30) days after annual April elections, advisory committees. The Mayor
and the Acting President of the Board shall select members to fill
committee positions with the consent and approval of the Board of
Aldermen. Unless otherwise provided, the list of advisory committees
shall be as follows:
2. Police Department Committee.
3. Fire Department Committee.
5. Capital Improvement Committee.
7. Business Retention and Recruitment Committee.

A. Advisory Responsibility. Committees shall have responsibility
to provide advice only and the Board of Aldermen shall not be bound
by any recommendation or advice received from a committee.
B. Officers.
1. The Finance Committee shall consist of the entire Board of Aldermen.
The Board of Aldermen shall select one (1) member as Chair.
2. The Personnel Committee shall consist of three (3) members of the
Board of Aldermen: the Finance Committee Chair and two (2) other Aldermen
selected annually by the Board of Aldermen after the April general
election. The Mayor and the President of the Board of Aldermen are
excluded from holding a seat on the Personnel Committee. The Committee
members shall select one (1) member as Chair.
3. All other committees shall consist of five (5) members with a maximum
of two (2) Aldermen. The committee members of such committees shall
select one (1) member as Chair.
C. Reports. Committees shall report in writing at the work
study session of the Board of Aldermen, held on the third (3rd) Monday
of the month, any issues studied or discussed during the previous
advisory committee meeting. Such reports may include a recommendation
of approval, additional time to study an issue or recommendation not
to approve any measure brought before that advisory committee.
D. Meetings. Meetings shall be held by each committee at least
once a month. Each committee may fix the time of its meetings. Special
meetings may be called at any time by the Chair or by two (2) members
of a committee. Meetings shall be open to the public and a notice
of the meeting with the specific agenda shall be posted and fixed
in the same manner as notices of meetings of the Board of Aldermen.
E. Expenses. Committee members may be reimbursed for actual
expenditures, subject to receiving previous authorization from the
Board for each such expenditure.
