A. All buildings fronting on the streets of the Borough shall be distinctly
numbered with numbers conspicuously placed on or over the doors in
front of said buildings.
B. All buildings that abut a rear common driveway shall be distinctly
numbered with numbers conspicuously placed on or over the door.
C. Commercial and industrial buildings shall be distinctly numbered
with numbers conspicuously placed on or over the front door. If said
business has a rear door that exits a driveway, parking lot or shipping
and receiving area, it shall also be numbered with numbers conspicuously
placed on or over the door.
The numbering system shall be in accord with the plan submitted
by the Borough Engineer and accepted by Council on September 12, 1932.
The basis of said plan shall be as follows: east-west streets
shall be numbered, beginning at the eastern Borough line westward,
from 400 to 1500 inclusive; north-south streets shall be numbered,
from Chester Pike northward, from 99 to 1, and from Chester Pike southward,
from 100 upward.
A blue-line print from the Van Dyke of this numbering plan shall
be obtained, framed and placed in the Council chamber of the Borough.
All prospective builders shall apply to Borough Council for,
and receive therefrom, the official numbers for their prospective
building or buildings.
Not less than 15 feet nor more than 50 feet shall be appropriated
to each number.
It shall be the duty of the Highway Committee to notify all
owners of buildings as to the proper number or numbers of each building
and to require the said numbering to be done by the said owner or
owners within 30 days after being notified.
The owner or owners of any building or buildings who shall neglect
or refuse to have such building or buildings numbered as aforesaid
within 30 days after notice has been given shall forfeit and pay to
the Borough, as a penalty for such failure, the cost of having the
same done by the Highway Committee as hereinafter provided, said cost
of renumbering to be collected as is provided by law for the collection
of fines and penalties.
It shall be the further duty of the Highway Committee to have
properly numbered all buildings whose owners have neglected or refused
to do so as aforesaid; such numbering shall be let by contract to
the best and lowest bidder, and the cost of numbering each building
shall be collected as a penalty for the owner in the manner provided
by law for the collection of fines and penalties.
