Unrestrained dogs, animals in physical danger or extreme cases of neglect may be taken by the Police, Animal Control Officer or the humane officer. They may be impounded in an animal shelter or at a licensed veterinary clinic and confined there in a humane manner.

Impounded dogs and cats shall be kept for not less than five (5) days unless reclaimed by their owners. If a license tag or by other means the owner can be identified, the City shall immediately upon impoundment notify the owner by telephone or by mail of the impoundment of the animal. Dogs and cats not claimed by their owners within one (1) week or placed in suitable new homes shall be humanely euthanized by a licensed veterinarian.

In addition to, or in lieu of, impounding an animal found at large, the Animal Control Officer, humane officer or Police Officer may issue to the known owner of such animal a citation of ordinance violation, such notice shall impose upon the owner a fine or fines as set forth in this Chapter.

A. 
An owner reclaiming an impounded animal shall:
1. 
Pay any and all fees, fines and penalties as are due and required by this Chapter.
2. 
Pay any and all costs to the agency at which the animal is impounded which shall include, but not be limited to, fees for vaccinations as required for licensing, kennel fees, emergency veterinarian care, etc.
