A. Except
when necessary to avoid conflict with other traffic, or in compliance
with law or the directions of a Police Officer or official traffic
control device, no person shall:

1. Stop, stand or park a vehicle:
a. On the roadway side of any vehicle stopped or parked at the edge
or curb of a street;
e. Between a safety zone and the adjacent curb or within thirty (30)
feet of points on the curb immediately opposite the ends of a safety
zone, unless the (traffic authority) indicates a different length
by signs or markings;
f. Alongside or opposite any street excavation or obstruction when stopping,
standing or parking would obstruct traffic;
g. Upon any bridge or other elevated structure upon a highway or within
a highway tunnel;
h. At any place where official signs prohibit stopping.
2. Stand or park a vehicle, whether occupied or not, except momentarily
to pick up or discharge a passenger or passengers:
a. In front of or within five (5) feet of a public or private driveway;
b. Within fifteen (15) feet of a fire hydrant;
c. Within twenty (20) feet of a crosswalk at an intersection;
d. Within thirty (30) feet upon the approach to any flashing signal,
stop sign or traffic control signal located at the side of a roadway;
e. Within twenty (20) feet of the driveway entrance to any fire station
and on the side of a street opposite the entrance to any fire station
within seventy-five (75) feet of said entrance (when properly signposted);
or
f. At any place where official signs prohibit standing.
3. Park a vehicle, whether occupied or not, except temporarily for the
purpose of and while actually engaged in loading or unloading merchandise
or passengers at any place where official signs prohibit parking.
4. Parking shall be limited to twenty-four (24) hours within any designated
parking space within the downtown between Highway 7 to White Drive
and between Harrison Street to Washington Street.
5. Parking shall be limited to twenty-four (24) hours on any City parking
area within the City limits of Warsaw.
6. Parking shall be restricted from 2:00 a.m. until 5:00 a.m. in all
areas specifically designated as such.
7. No parking at any time in areas where the curbing is painted yellow.
8. Only physically disabled persons may lawfully park within physically disabled designated parking spaces as outlined in Section
355.100 of the City Code.
B. No
person shall move a vehicle not lawfully under his/her control into
any such prohibited area or away from a curb such a distance as is
unlawful.

A. The
parking of automobiles, motorcycles, commercial vehicles, boats, travel
trailers, pickup coaches and recreational vehicles abutting an area
zoned or being used as any type of residential use shall be in compliance
with the following standards:
1. Any automobile, motorcycle, van or pickup truck or pickup truck with
a camper shell which does not rise more than eighteen (18) inches
above the cab or a commercial automobile that has not been customized
so as to raise the frame and body structure thereof more than twenty-four
(24) inches above the ground may be parked at any time on a street
so long as parking is not prohibited by any other ordinance of the
City.
2. Any automobile, motorcycle, commercial vehicle which is licensed
not in excess of twelve thousand (12,000) pounds or pickup truck,
van, boat, travel trailer, pickup coach or recreational vehicle may
be parked at any time behind the front setback lines as established
under Chapter 410 of this Code. Any vehicle so parked shall be movable,
shall not be used to store non-usable debris nor have vegetation growing
under or surrounding it above eight (8) inches tall.
3. Any automobile, motorcycle, commercial vehicle which is not licensed
in excess of twelve thousand (12,000) pounds, van or pickup truck,
boat, travel trailer, pickup coach or recreational vehicle may be
parked at any time in a driveway having a parking surface composed
of concrete, asphalt or pavement bricks or on a non-conforming gravel
driveway or may be parked adjacent to a driveway on a surface composed
of concrete, asphalt, pavement bricks, gravel or grass pavers.
4. Any recreational vehicle may be parked on the public street, where
not otherwise prohibited by any other ordinance of the City, for a
twenty-four (24) hour period. No person(s) shall be allowed to reside
within the vehicle during this twenty-four (24) hour period.
5. Any automobile, motorcycle, commercial vehicle which is not licensed in excess of twelve thousand (12,000) pounds or pickup truck, van, boat, travel trailer, pickup coach or recreational vehicle that is inoperable, unlicensed or otherwise not legally operable on City streets may be kept within a building for that purpose as provided for under Chapter
215 Nuisances.

A. No
person shall park any vehicle upon a street, other than an alley,
in such a manner or under such conditions as to leave available less
than ten (10) feet of the width of the roadway for free movement of
vehicular traffic.
B. No
person shall park any vehicle upon a street or alley, in such a manner
or under such conditions so that any part of said vehicle shall occupy
any portion of the street provided for the free movement of vehicular
traffic; excepting for conditions necessitated by an emergency.
No person shall park a vehicle within an alley in such a manner
or under such conditions as to leave available less than ten (10)
feet of the width of the roadway for the free movement of vehicular
traffic, and no person shall stop, stand or park a vehicle within
an alley in such position as to block the driveway entrance to any
abutting property.
The City Traffic Engineer is authorized to erect signs upon
the left-hand side of any one-way street to prohibit the standing
or parking of vehicles, and when such signs are in place, no person
shall stand or park a vehicle upon such left-hand side in violation
of any such sign.
In the event a highway includes two (2) or more separate roadways
and traffic is restricted to one (1) direction upon any such roadway,
no person shall stand or park a vehicle upon the left-hand side of
such one-way roadway unless signs are erected to permit such standing
or parking. The City Traffic Engineer is authorized to determine when
standing or parking may be permitted upon the left-hand side of any
such one-way roadway and to erect signs giving notice thereof.

A. As authorized by and in accordance with Chapter
355, it shall be unlawful for the owner or operator of a motor vehicle to park said motor vehicle at any one time or instance or location on Highway 65 on and near the Osage River Bridge, as further defined herein, and except when necessary to avoid a conflict with the direction of a Law Enforcement Officer or traffic control sign or signal.
B. For purposes of this Section
355.095, the area of no parking shall include the following area within the corporate boundary of the City of Warsaw, Missouri:
1.
Along Highway 65 on the Osage River Bridge; and
2.
Along Highway 65 and the Highway 65 right-of-way, including
all on-ramps, extending north from the Osage River Bridge to Main
Street.
C. The penalty for parking violations under this Section shall be provided by Section
100.220 of the City Code of the City of Warsaw.
D. Members of the Police Department or any other County or State agency
are authorized to enforce the provisions of this Section.

A. Off-street parking is required as provided by the zoning regulations Section
405.190 in all zoning districts except "C-2" Central Business District.
B. "Off-street parking" is defined as an accessory use to the
use for which the parking is provided and shall be located on a lot
or tract of real estate privately owned and within a zoning district
which permits such main use.
C. The
City right-of-way and/or City public parking areas shall not be used
as off-street parking to park or store vehicles either attended or
unattended within all zoning districts except "C-2" Central Business
District.
D. Parking
of vehicles either attended or unattended shall be permitted and prohibited
as provided for under this Title for such purposes therein described.
E. No
parking of vehicles shall be permitted where the City has official
signage indicating no parking or limited parking.
F. Parking
of vehicles upon private property which due to size causes a traffic
hazard to the general public shall be required to be moved.
G. Parking
of semi-trailer vehicles (a freight trailer that when attached is
supported at its forward end by the fifth-wheel device of the truck
tractor), a truck tractor or a trailer that is towed by another vehicle,
either attended or unattended, shall not be allowed on the right-of-way
or public parking areas of the City except in cases of emergency,
loading or unloading, or as otherwise permitted by this Title due
to possible traffic congestion or hazard.
