For the purposes of this Title VII, the following words and phrases shall have the meanings respectively ascribed to them by this Section:
CITY ADMINISTRATOR
The City Administrator of the City or his/her designee or designees.
CITY ENGINEER
The City Engineer, his/her designee, or such other person or persons as may be designated by the City Administrator from time to time.
DIRECTOR OF FINANCE
The Director of Finance, his/her designee, or such other person or persons as may be designated by the City Administrator from time to time.
MANAGER
The Manager of Water Environment Services, his/her designee, or such other person or persons as may be designated by the City Administrator from time to time.

As of the first day of the month following the completion of the construction of a sewerage system within the City, the existing waterworks system of the City shall be combined with such sewerage system into one (1) system, and thereafter such system shall be operated as a Combined Waterworks and Sewerage System; and such combined system shall consist of the entire waterworks system then existing and the entire sewerage system then existing in the City together with all future improvements and extensions thereof.

A. 
In addition to all other charges payable under this Title VII, each customer of the combined waterworks and sewerage system shall pay a bimonthly fee of one dollar ninety cents ($1.90) to defray the costs of security-related expenses for the combined waterworks and sewerage system and to defray the costs associated with the State-mandated underground facilities locate regulations.
B. 
In addition to all other charges payable under this Title VII, each customer of the combined waterworks and sewerage system located outside the City limits of St. Peters, Missouri, shall pay in addition to such other fees, a bi-monthly "out of City" charge of thirty dollars ($30.00). Such "out of City" customers with meter sizes of one (1) inch or more shall pay a bi-monthly out-of-City charge of forty dollars ($40.00).
