All City elections shall be conducted and held in conformance
with the provisions of Chapter 115, RSMo.

A. A municipal
election for the qualified voters of this City shall be held on the
first (1st) Tuesday after the first (1st) Monday in April of each
year.
B. On
the first (1st) Tuesday after the first (1st) Monday in April of 2004
and every four (4) years thereafter, a municipal election of the qualified
voters of the City of Cool Valley shall be held for the purpose of
electing a Mayor who shall hold his/her office for a term of four
(4) years and until his/her successor is elected and qualified.
C. City Divided Into Wards — Aldermen Elected.
1. The Board of Aldermen shall divide the City into two (2) wards of
approximately equal population. The boundaries of those wards shall
be studied every ten (10) years, after the Federal census and the
boundary lines adjusted, if necessary. Each ward shall elect one (1)
Alderman every two (2) years, each of whom shall serve a term of four
(4) years, except as provided in this Section.
2. On the general municipal election day in April 2004, as prescribed
by State law, one (1) Alderman shall be elected for a term of three
(3) years to succeed any Alderman whose term of office expires at
such time. On the general municipal election day in April 2005, as
prescribed by State law and thereafter, one (1) Alderman shall be
elected for a term of four (4) years to succeed any Alderman whose
term expires at such time.
Any person who desires to become a candidate for an elective
City office at the general City election shall file with the City
Clerk, not prior to the hour of 8:00 A.M. on the sixteenth (16th)
Tuesday prior to nor later than 5:00 P.M. on the eleventh (11th) Tuesday
prior to the next City municipal election, a written declaration of
his/her intent to become a candidate at said election. The City Clerk
shall keep a permanent record of the names of the candidates, the
offices for which they seek election, and the date of their filing,
and their names shall appear on the ballots in that order.
No person shall be a candidate for municipal office unless such
person complies with the provisions of Section 115.346, RSMo., regarding
payment of municipal taxes or user fees.
The City Clerk shall, on or before the sixteenth (16th) Tuesday
prior to any election at which City offices are to be filled by said
election, notify the general public of the opening filing date, the
office or offices to be filled, the proper place for filing, and the
closing filing date of the election. Such notification may be accomplished
by legal notice published in at least one (1) newspaper of general
circulation in the City.

The City Clerk shall not accept any declaration of candidacy
unless it is accompanied by a filing fee. The filing fees shall be
as follows:
Filing fee for Mayor: $25.00.
Filing fee for Alderman: $25.00.
In City elections, the City Clerk shall notify the St. Louis
County Board of Election Commissioners prior to 5:00 P.M. on the tenth
(10th) Tuesday prior to any City election except as noted in Section
115.125.1, RSMo. The notice shall be in writing, shall specify that
the Board of Aldermen is calling the election, the purpose of the
election, the date of the election, and shall include a certified
copy of the legal notice to be published including the sample ballot.
The notice and any other information required by this Section may,
with the prior notification to the election authority receiving the
notice, be accepted by facsimile transmission prior to 5:00 P.M. on
the tenth (10th) Tuesday prior to the election, provided that the
original copy of the notice and a certified copy of the legal notice
to be published shall be received in the office of the election authority
within three (3) business days from the date of the facsimile transmission.

The City Clerk shall perform all duties required by law and
provide all information to the Board of Election Commissioners of
St. Louis County for the conduct of elections.

A. The
City shall be divided into two (2) wards as evenly as possible by
population. The area of each ward shall be defined by the City limit
boundary lines and a mutual ward boundary line between each ward.
B. The
wards shall be as follows:
1. Ward 1. Ward 1 shall comprise the area within the
City generally east and north of the following ward boundary line:
Beginning at a point on the north right-of-way line of Geiger
Road at its intersection with the City limit boundary of the City
of Cool Valley, at the City's westernmost boundary line on Geiger
Road; thence along the City limit boundary line and north 66°
48 minutes west 175 feet to a point; thence north 0° 0 minutes
east 225 feet to a point; thence north 76° 37 minutes east 287.5
feet to a point; thence north 0° 0 minutes east to the centerline
of United States Interstate Highway 70; thence eastwardly along the
centerline of United States Interstate Highway 70 to its intersection
with South Florissant Road; thence northwardly along the centerline
of South Florissant Road to a point where an extension of the south
property lines of property on the south of Hawkesbury Drive intersects
with the centerline of South Florissant Road; thence westwardly along
said extension and said south property lines to the centerline of
Willingham Court; thence southwardly along said centerline of Willingham
Court to its intersection with the centerline of Hastings Lane; thence
westwardly along said centerline of Hastings Lane to its intersection
with the centerline of North Hills Lane; thence southwardly along
the centerline of North Hills Lane to a point where an extension of
the south property lines of property on the south of Hastings Court
intersects with the centerline of North Hills Lane; thence westwardly
along said extension and said south property lines to the intersection
with the western City limit boundary line (8404, 8406, 8412, 8414,
8415, 8417, 8420, 8422, 8423, 8425, 8428, 8430, 8431, 8433, 8436,
8438, 8439, 8441, 8447 and 8449 Fresno Court and all other residences
generally east and north of the dividing ward boundary line).*
2. Ward 2. Ward 2 shall comprise the area within the
City generally west and south of the following ward boundary line:
Beginning at a point on the north right-of-way line of Geiger
Road at its intersection with the City limit boundary of the City
of Cool Valley, at the City's westernmost boundary line of Geiger
Road; thence along the City limit boundary line and north 66°
48 minutes west 175 feet to a point; thence north 0° 0 minutes

the centerline of North Hills Lane to a point where an extension of
the south property lines of property on the south of Hastings Court
intersects with the centerline of North Hills Lane; thence westwardly
along said extension and said south property lines to the intersection
with the western City limit boundary line (8455, 8457, 8463, 8465,
8471, 8473, 8479, 8481, 8487, 8789, 8489, 8495, 8497, 8516, 8518,
8524 and 8526 Fresno Court and 8509, 8511, 8519, 8521, 8527, 8529,
8535 and 8537 Fontbonne Court and all other residences generally west
and/or south of the dividing ward boundary line).*
