The Mayor, with the consent and approval of the majority of the members of the Board of Aldermen, shall appoint a Chief of Police who shall perform all duties required of the Marshal by law, the office of Marshal being herewith abolished.

Applicants for Police positions shall be screened jointly by the Chief of Police and Police Commissioner. Applicants shall be of the highest standards and shall be selected on the basis of experience, training and general aptitude.

Responsibility for administrative oversight of the Police Department and the Chief of Police shall be by the Mayor as Chief Executive Officer of the City, with the day-to-day assistance of the City Clerk as Executive Assistant to the Mayor. The Chief of Police shall ultimately be responsible to both the Mayor and the Board of Aldermen for the faithful and efficient discharge of the duties and responsibilities assigned to that office.

A. 
The Chief of Police shall be responsible for the performance of duties and general conduct of the Police Officers and all orders, inquiries and requests shall be channeled through the Chief.
B. 
The Chief of Police shall be responsible for maintaining a complete file on all complaints, arrests and convictions within the City.
C. 
The Chief of Police shall be responsible for availing himself/herself and the department of all the facilities available through the St. Louis County Police Department and cooperating to the fullest with the Police Department.
D. 
The Chief of Police shall be responsible for investigating disturbances and ordinance violations of the City. These duties may be delegated to other duly qualified Police Officers of the City.
E. 
The Chief of Police shall be responsible for surveillance of the City with respect to all violations of ordinances of the City, Statutes of the State and violations of any State or Federal laws and maintenance of peace and order within the City. These duties may be delegated to other duly qualified Police Officers of the City.
F. 
The Chief of Police shall be responsible for the enforcement of the official rules and regulations of the Police Department.
G. 
The Chief of Police shall be responsible for executing all orders and process arising under the ordinances of the City. This duty may be delegated to any other duly qualified Police Officers of the City.
H. 
The duties of the Chief of Police shall be all the duties required by law of a Marshal and such other duties as may be prescribed by ordinance.

The Mayor may, with the consent of the majority of all the members elected to the Board of Aldermen, terminate the appointment of the Chief of Police at will. In addition, the Chief of Police may also be removed at will by a two-thirds (⅔) vote of all the members elected to the Board of Aldermen independently of the Mayor's approval or recommendation.

In the absence of the Chief of Police, the ranking officer of the Police Department shall assume the responsibilities of the Chief of Police until the Chief's return to duty or until a successor has been employed. The Board of Aldermen may, at any time it deems necessary, name an acting Chief of Police.

The salary of the Chief of Police shall be established from time to time by ordinance.
