The tree trimming, pruning or removal specifications and bid proposal and contract forms which are on file in the City Clerk's office are hereby adopted as the procedures for the trimming, pruning or removal of trees located on City right-of-way.

When it is determined by the Public Works Director that any tree or trees located on City right-of-way require trimming, pruning or removal, the work shall be advertised for bids and the specifications and bid proposal and contract forms adopted in Section 215.210 shall be used.

A. 
Trees or other vegetation shall not be allowed to overhang sidewalks or streets in such a way as to reasonably pose an impediment to safe and easy passage or use by pedestrians or vehicles. Trees or other vegetation shall not be allowed to interfere with the ability of motorists to readily observe official signs along roadways or the conditions at an upcoming intersection from a safe distance.
B. 
Any trees or other vegetation on private property which are allowed to grow in violation of the standards specified herein shall constitute a nuisance subject to notice and abatement in the same manner as other nuisances pursuant to Article I of this Chapter of this Code of Ordinances. Those portions of trees or other vegetation which overhang public property, public sidewalks or public rights-of-way in violation of the standards specified herein may be pruned, trimmed or otherwise brought into compliance by the Department of Public Works as provided in this Article for trees on public property.
