It shall be the duty of the person designated as the Building
Inspector to administer and enforce the regulations contained in this
Title.

It is unlawful to commence or to proceed with the erection,
construction, reconstruction, conversion, alteration, enlargement,
extension, raising or moving of any building or structure or of any
portion thereof without first having applied in writing to the Building
Inspector for a building permit to do so and a building permit has
been granted therefor.

A. Applications.

1. Every application for a building permit shall be, in writing, and
delivered to the Building Inspector and shall be accompanied by a
detailed set of plans, in duplicate, showing the size of the proposed
building or structure, its location on the lot, the basic materials
of which it is to be constructed and the details and type of construction
to be used.
2. Upon request of the Building Inspector, any sitting member of the
Planning and Zoning Committee, City Administrator and/or by any sitting
member the City Council the applicant shall be required to provide
an engineered plan detailing stormwater management for the proposed
building/structure for which a permit is being applied, including
any related engineering, geographical, topographical, construction
and/or other plans that may be requested, prior to the issuance of
the building permit.
3. On the issuance of a permit, one (1) set of plans shall be retained
by the Building Inspector as a permanent record and one (1) set shall
be returned to the applicant. All new construction plans shall also
include a site plan approved by a registered surveyor.
B. Blank
forms shall be provided by the Building Inspector for the use of those
applying for permits as provided for in this Chapter. Any permits
issued by the Building Inspector shall be on standard forms for such
purpose and furnished by the City.

A careful record of all such applications, plans and permits
shall be kept in the office of the Building Inspector.

A. The
fee to be charged for building permits from and after the passage
of the ordinance codified in this Chapter shall be as follows:
1. For construction under ten thousand dollars ($10,000.00), the fee
shall be ten dollars ($10.00).
2. For construction over ten thousand dollars ($10,000.00), the fee
shall be an additional one dollar ($1.00) per one thousand dollars
($1,000.00).

Provided however, should the building permit application show
no structural changes for an existing building, the Building Inspector
may waive the building permit fee.

Any building permit, under which no construction work has been
commenced within six (6) months after the date of issue of the permit
or under which the proposed construction has not been completed within
two (2) years of the date of issue, shall expire by limitation and
no work or operation shall take place under such permit after such
expiration. Upon payment of ten cents ($0.10) per month for each one
thousand dollars ($1,000.00) of the construction cost on which the
original permit was issued, but not less than one dollar ($1.00) per
month in any case, a building permit may be once extended for a period
not exceeding six (6) months by the Building Inspector.
