A. 
The Planning Board shall consist of five members, to be appointed pursuant to the provisions of § 271 of the Town Law.
B. 
Each member of the Planning Board shall be subject to the training and attendance requirements set forth in § 271, Subdivision 7-a, of the Town Law.

The Planning Board of the Town of Riverhead is hereby authorized and empowered to approve subdivision plats showing lots, blocks or sites, with or without streets or highways, and to approve preliminary plats, within that part of the Town of Riverhead outside the limits of any incorporated city or village. The Planning Board of the Town of Riverhead is further authorized and empowered to approve the development of plats already filed in the office of the Suffolk County Clerk or Register of Suffolk County, if such plats are entirely or partially undeveloped.
The Town Board of the Town of Riverhead may refer any matter or class of matters pertaining to planning, parking, parks, housing, transportation, safety, health and welfare, other than those referred to in § 272 of the Town Law, to the Planning Board of the Town of Riverhead, and said Planning Board shall submit its report thereon to the Town Board of Riverhead before final action on said matters by the Town Board.
The said Planning Board shall submit its said report to the Town Board within 30 days from date of referral unless otherwise stated in a resolution referring the matter or matters to the Planning Board.
The Planning Board of the Town of Riverhead shall be permitted to make recommendations to the Town Board of the Town of Riverhead on any matter or class of matters related to planning, parking, parks, housing, transportation, safety, health and welfare and any other well-being of the Town of Riverhead.
