A. The
office of City Clerk may be combined with that of City Treasurer.
B. Pursuant to Subsection
(A) above, the offices of City Clerk and City Treasurer are hereby combined.
C. The
duties of the City Clerk as well as those of the City Treasurer shall
be performed by the City Clerk who shall receive compensation equal
to that amount previously paid to the City Clerk and the City Treasurer
combined.
D. The
Mayor shall appoint a member of the Board of Aldermen to serve as
Alderman/Treasurer to perform any functions of the City Treasurer
not otherwise performed by the City Clerk.
E. The
accounts of the City of Dearborn shall be reviewed by a professional
accountant at least once every ninety (90) days to assure that accepted
standards of accounting practices are maintained.
The Board of Aldermen shall elect a Clerk for such Board, to
be known as "the City Clerk", whose duties and term of office shall
be fixed by ordinance. Among other things, the City Clerk shall keep
a journal of the proceedings of the Board of Aldermen. He/she shall
safely and properly keep all the records and papers belonging to the
City which may be entrusted to his/her care; he/she shall be the general
accountant of the City; he/she is hereby empowered to administer official
oaths and oaths to persons certifying to demands or claims against
the City.

The Treasurer shall receive and safely keep all monies, warrants,
books, bonds and obligations entrusted to his/her care and shall pay
over all monies, bonds or other obligations of the City on warrants
or orders duly drawn, passed or ordered by the Board of Aldermen and
signed by the Mayor and attested by the City Clerk and having the
Seal of the City affixed thereto and not otherwise and shall perform
such other duties as may be required of him/her by ordinance. Before
entering upon the duties of his/her office, he/she shall give bond
in the amount of one hundred twenty-five thousand dollars ($125,000.00),
with two (2) or more good and sufficient sureties to be approved by
the Mayor, for the faithful performance of the duties of his/her office.

The City Treasurer shall, on each regular meeting of the Board
of Aldermen and at other such times as the Board may require, report
in writing in the amount of money in the City Treasurer.

The Treasurer shall deliver all monies, books, papers, vouchers
and all other property of the City in his/her possession to his/her
successor and shall take duplicate receipts therefor, one (1) of which
shall be filed with the City Clerk.
