A. It
shall be the duty and responsibility of each property owner in the
City of Stockton who has a sidewalk on or abutting that property to
maintain that sidewalk in good condition, free from danger or obstruction.
B. Penalty for violation of this Section shall be Section
100.220.
C. In
addition to any penalty, the Board of Aldermen shall have the power
to provide for and require the building and repairing of sidewalks
and sidewalk curbing along any streets, avenues or highways of the
City of Stockton, the cost thereof to be levied as a special assessment
on all lots or pieces of ground abutting on such improvements in proportion
to the front foot thereof.
D. Corner
lots shall be liable for the extension of curbs and sidewalks to the
curb lines each way.

It shall be the policy of the City of Stockton, subject to availability
of funds, to develop a safe, reliable, and efficient transportation
system that will promote access, mobility, and health for all users
and will ensure that the safety and convenience of all users of the
transportation system are accommodated, including pedestrians, wheelchair
users, both manual and powered, bicyclists, motorists, and people
of all ages and abilities. Additionally, the City of Stockton may
incorporate green infrastructure, stormwater management facilities,
trees and shrubs, and appropriate lighting in any transportation projects,
as funding may permit and are consistent with the overall purpose
of providing a safe, reliable, and efficient transportation system.
