For the purpose of creating order in the streets of the Town
of Putnam, to ensure that the Town has proper and useful planning,
to promote public safety and convenience and to ease and speed essential
emergency services, the Town adopts the following provisions.
The numbering system, as shown on a set of maps on file in the
office of the Assessor entitled "Town of Putnam — Street
Numbering System, 1988," is hereby adopted as authorized by Section
7-148 of the Connecticut General Statutes as the street numbering
system of the Town of Putnam.
Furthermore, to ensure that the street numbering system is correct
and understandable and that there is no confusion in street names,
the following streets and roads shall henceforth be officially recognized
by the names indicated herein:

Pomfret Street

A state highway running from a point on the Pomfret/Putnam Town

Road and Woodstock Avenue, westerly to a point on the Thompson/Putnam
Town line, formerly known as "Route 171"

Certain private streets, private roads, and/or nonpublic rights-of-way
have been numbered under this system for the convenience of the public
and to provide for identification of each area of the Town for access
by emergency vehicles. It is expressly stated that no such designation
or numbering shall, in any way, be considered or interpreted as acceptance
or recognition by the Town of Putnam of any particular road or right-of-way
designated on said plan as a Town-accepted street.
Dwellings, buildings and structures shall be numbered in a comprehensive,
uniform and logical sequence. The owner of every dwelling, building
and structure shall display the Town-assigned street number to his/her/its
property. The street number must be displayed on the building or on
a post, sign, mailbox, or other device between the building and the
street. But, if a building is set back more than 100 feet from the
center of the street it faces, or if the numbers would not be legible
from the street center because of an obstruction, the numbers must
be placed on a post, sign, mailbox, or other device located within
10 feet of the building's driveway entrance.
The Building Official shall ensure that no building permit shall be issued to a dwelling, building or structure until a street number has been assigned to or associated with it. Further, the Building Official shall not issue a certificate of occupancy to said dwelling, building or structure until the street number, if one is assigned, has been displayed in a manner consistent with the requirements of §
269-6.
