[HISTORY: Adopted by the Town of Putnam as indicated in article histories. Amendments noted where applicable.]
[Adopted 4-23-1956 STM]
No person shall construct or alter any building or structure, or portion thereof, within the Town of Putnam until a building permit has been duly issued therefor.
Applications for such permits shall be made to the Board of Selectmen in writing on forms furnished by the Town.
The Board of Selectmen shall issue a building permit upon proper application, provided they find proposed construction or alteration would not be in violation of any lawful zoning or building regulation of the Town. Such a building permit shall become void unless operations are commenced within six months from date of issuance.
On or before October 1 of each year, the Board of Selectmen shall file with the Town Board of Tax Assessors a record of all building permits issued by them within the previous 12 months.
Any person violating § 175-1 of this article shall be fined not less than $200 nor more than $1,000, or be subject to six months' imprisonment, or both, for each building or structure or part thereof so constructed or altered, in addition to the relief granted under Section 388d of the 1955 Supplement of the Connecticut General Statutes.
[Adopted 7-11-1989 STM]
No building permit shall be issued for the erection of buildings or structures on lots abutting unaccepted Town highways or streets except insofar as said proposed structures are located in a subdivision approved by the Putnam Planning Commission, and which subdivision is currently bonded or the completion of which has been guaranteed by proper security accepted and approved by the Putnam Planning Commission. This article shall not prevent the construction of farm or accessory buildings which are not in violation of any lawful zoning or building regulation of the municipality, and any building erected in violation of this article shall be deemed to be an unlawful structure, and the municipality, through the appropriate office, may bring action to enjoin erection of such structure or cause it to be vacated or removed.
Any person, firm or corporation found in violation of this article may be fined not more than $200 for each building or structure so erected, in addition to the relief herein otherwise granted to the municipality.
This article is adopted pursuant to Section 8-27 of the Connecticut General Statutes, as amended.
