No vending machines, including, but not limited to, newspaper
vending machines, shall be placed in any outdoor areas (including,
but not limited to, public rights-of-way) under the care and control
of the Town except where permitted at parks and athletic facilities.
This restriction shall be applicable to all vending machines, regardless
of whether or not the contents thereof are offered for a fee.
