The office of Borough Manager of the Borough of West Reading is hereby created, subject to the right of the Borough, by ordinance, at any time to abolish said office.
While the office of Borough Manager exists, the Council shall, from time to time, whenever there is a vacancy, elect by vote of a majority of all its members one person to fill such office, subject, however, to removal by the Council at any time by vote of a majority of all its members.

The Manager shall be a citizen of the United States at least 21 years of age.
Before entering upon the duties of his office, the Borough Manager shall give a bond to the Borough in such sum as the Borough Council shall prescribe, with a trust company or bonding company as surety, to be approved by the Council. Such bond shall be conditioned on the faithful performance of his duties by the Manager.
The salary of the Borough Manager shall be fixed from time to time by the Borough Council.

The Borough Manager shall carry on the business of the Borough under the direction of the Council, and his powers and duties shall relate to the general management of all Borough business not expressly by statute imposed or conferred upon other Borough officers. The Mayor, with approval of Borough Council, is hereby authorized to delegate to the Borough Manager any of his nonlegislative and nonjudicial powers and duties. The Borough Manager is hereby designated as the Chief Executive Officer of the Borough. The Borough Council may hire other officers from time to time.

Subject to recall at any time by ordinance of Council, the powers and duties of the Borough Manager shall include the following:
A. 
The Borough Manager, under the direction of the Borough Council, shall execute and enforce the laws of the Commonwealth, and the ordinances, resolutions and bylaws enacted or adopted by the Borough Council.

B. 
He shall attend all meetings of the Council and shall recommend to the Council such measures as he shall deem expedient.
C. 
He shall, at least once a month and at such other times as Council may direct, report to the Council upon the affairs of the Borough, and he shall keep the Council fully informed of the Borough's financial condition and financial needs.
D. 
Each year he shall prepare and submit to the Council, on or before the date prescribed by the Council, a tentative budget for the next fiscal year.
E. 
He shall attend to the letting of contracts in due form of law and shall supervise the performance and faithful execution of the same, except insofar as such duties are expressly imposed upon any other Borough officer by statute.
F. 
He shall have power to purchase all supplies and equipment for the use of his own and the various departments and offices of the Borough, provided, however, that no single article so purchased shall be for more than $1,000. He shall keep an account of all purchases made by him and shall, from time to time, and as directed by the Council, make a full written report thereof.
G. 
He shall see that all moneys owing the Borough are promptly paid and that proper proceedings are taken for the security and collection of all the Borough's claims.
H. 
He shall annually present to the Council, not more than 30 days after the close of the fiscal year, a correct and detailed statement and report of the preceding year's work of his office, with a detailed statement of all moneys received and expended.[1]

I. 
He shall perform such other duties as may be, from time to time, conferred upon him by ordinance.
J. 
He shall have the power and duty to lend out Borough fire police as needed, and execute any documentation pertaining thereto.

The Borough reserves the right at any time, by ordinance, to amend or otherwise modify, or to repeal this chapter.

The office of the Building Officer of the Borough of West Reading is hereby created, subject to the right of the Borough, by ordinance, at any time to abolish said office.
While the office of Building Officer exists, the Code Enforcement Officer or the Zoning Officer of the Borough of West Reading is hereby designated as the Building Officer, subject, however, to removal by the Borough Council at any time by vote of a majority of all of its members.
The Building Officer shall have all of the powers and duties granted or assigned to him as specified in the Code of the Borough of West Reading.
