The City shall be divided into the following departments and heads thereof:

A. 
The City Administrator, as the Chief Administrative Officer, shall be responsible, under the direction of the Mayor and Common Council, for creating and implementing the City's administrative policies and for carrying out the duties and actions required under the Wisconsin Statutes and this Code. As used in this chapter, "administrative policies" means the set of written directives or plans which mandate, specify, or prohibit actions or conduct to inform employees of the City's rules, expectations and values; enhance the City's governmental mission; ensure coordinated compliance with applicable laws and regulations; promote operational efficiency; reduce institutional risk; and are used as a basis for making administrative decisions.

B. 
Perform duties. Each department head and officer of the City shall perform all duties required of him or her by state law or ordinances of the City or such other duties as may be required of him or her by the Mayor and Common Council through the direction of the City Administrator.
C. 
Records. Each department shall establish and maintain records sufficient for proper control of departmental activities and to form a basis for reports. Obsolete public records may be destroyed after seven years unless a longer and more specific time is prescribed by Wisconsin Statutes. Prior to any such destruction at least 60 days' notice in writing shall be given to the Historical Society pursuant to Wisconsin Statutes. Public records may be preserved by the use of microfilm or other reproductive devices meeting the established standards prescribed by the Wisconsin Statutes.[1]

D. 
Background investigations. Every new employee and/or volunteer of the City may have a routine background check made by the Police Department. The Police Department shall conduct an investigation of the applicant, including but not limited to requesting information from the state, surrounding municipalities and/or any community or state where the applicant has previously resided concerning the applicant's arrest and conviction record. This will be done before appointment and such report shall be filed with the City Administrator. The personal background and criminal and/or civil action data will be evaluated in relation to the applicant's perceived ability to perform the duties and responsibilities of the specific position for which he or she has applied.

A. 
In order that the various departments of the City of Port Washington may function as effectively and efficiently as possible, and to better ensure consistent action with respect to any activity common to two or more of said departments, and so that there may be uniform application of City policies and procedures, there shall be a City Department of Administration.
B. 
The Department of Administration shall consist of the City Administrator, who shall serve as department head; the Assistant City Administrator; the City Clerk; and the City Treasurer/Finance Director.
C. 
The Department of Administration shall perform all those duties required by the Wisconsin Statutes and the ordinances of the City. The accounting, financial, budgeting, election, licensing, payroll, tax assessment, and collection functions shall be performed by the Department of Administration, or by such other City officers or employees as are authorized by law to perform said functions, including, but not limited to, the City Assessor, or a duly appointed Deputy City Clerk or Deputy City Treasurer under § 62.09, Wis. Stats. The Department of Administration shall also keep a record of all official documents of the City of Port Washington.

A. 
The Department of Police shall be organized and supervised by the Board of Police and Fire Commissioners pursuant to §§ 62.13(3) and (6), Wis. Stats. As provided in § 62.13(3), Wis. Stats., the Police Chief shall be appointed by the Police and Fire Commission. The Police Chief shall serve as the department head of the Police Department and shall direct, plan, and coordinate the activities of officers and employees and administer the day-to-day activities and services of the Department under the authority granted by the Wisconsin Statutes and this Code.
B. 
The Department of Fire and Ambulance Services shall be organized and supervised by the Board of Police and Fire Commissioners pursuant to §§ 62.13(3), (6) and (8), Wis. Stats. As provided in § 62.13(3), Wis. Stats., the Fire Chief shall be appointed by the Police and Fire Commission. The Fire Chief shall serve as the department head of the Department of Fire and Ambulance Services, and shall direct, plan, and coordinate the activities of firefighters, emergency medical technicians and employees, and administer the day-to-day activities and services of the Department under the authority granted by the Wisconsin Statutes and this Code.

A. 
The Department of Public Works shall be superintended by the Board of Public Works, under the direction of the Common Council as provided in § 62.14, Wis. Stats. The Director of Public Works shall be appointed, upon recommendation of the City Administrator, by the affirmative vote of a majority of the members of the entire Council. The term and compensation of the Director of Public Works shall be determined and approved by the Common Council. The Director of Public Works shall serve as staff liaison to the Board of Public Works.
B. 
The Director of Public Works shall serve as the department head and shall direct, plan, and coordinate the activities of its officers and employees, and shall administer and supervise the Department of Public Works' day-to-day operations and services. The Department of Public Works shall consist of six divisions, which shall be supervised by those persons and bodies, and perform those functions, as set forth hereinbelow:
(1) 
Streets division. This division shall direct the repair and maintenance of streets, sidewalks, sanitary and storm sewers, and public places, collect garbage, rubbish and trash, clear snow as may be directed by the Director of Public Works (or designee), and maintain the City-owned streetlight system and traffic signals. This division shall be primarily supervised by the Street Superintendent, who also shall be the City Weed Commissioner, under the direction of the Director of Public Works.
(2) 
Parks and forestry division. This division shall plan, develop, conserve, manage, protect, repair, and maintain City parks, parkways, and green areas, including, but not limited to, planting and caring for trees, shrubs, and plants therein, for the creation and preservation of habitats and ecosystems for human and animal use and environmental benefits. This division shall be supervised by the Parks and Forestry Superintendent (whom the Parks and Recreation Board has designated to perform the duties of City Forester), under the direction of the Director of Public Works. The Parks and Forestry Superintendent shall serve as staff liaison to the Parks and Recreation Board.
(3) 
Marina/harbor facilities division. This division shall maintain the City's public marina and harbor facilities and shall manage the commercial aspects of the day-to-day operation of such facilities, including, but not limited to, renting and assigning berths and slips within the marina. This division shall be supervised by the Harbormaster, under the direction of the Director of Public Works. The Harbormaster shall serve as staff liaison to the Board of Harbor Commissioners.
(4) 
Engineering division. This division shall perform all engineering services for the Department of Public Works and for such other City departments as may from time to time require such services. This division shall be responsible for the inspection of streets, sidewalks, sewers, water, and other construction projects. The City Engineer shall supervise this division, under the direction of the Director of Public Works.
(5) 
Water filtration division. This division shall operate and maintain the City water distribution system and shall pump, purify, and filter water supplied to such distribution system. The City Engineer shall supervise this team, under the direction of the Director of Public Works.
(6) 
Wastewater treatment division. This division shall be responsible for the conversion of raw sewage from its inception at the disposal plant to its disposal. The City Engineer shall supervise this team, under the direction of the Director of Public Works.

The Department of Recreation shall consist of three programs, which shall be supervised by those persons or bodies, and perform those functions, as set forth hereinbelow:
A. 
Recreation. The City's recreational programs shall be governed and supervised by the Parks and Recreation Board. The Recreation Director shall be appointed, upon recommendation of the City Administrator, by the affirmative vote of a majority of the members of the entire Common Council. The term and compensation of the Recreation Director shall be determined by the Common Council. Except as otherwise provided in this section, the Recreation Director shall serve as the department head of the City recreation programs, and shall direct, plan, and coordinate the activities of their officers and employees, and shall administer and supervise their day-to-day operations and services. The Recreation Director shall serve as staff liaison to the Parks and Recreation Board.
B. 
Senior citizen services. The City's senior citizen programs shall be governed and supervised by the Commission on Aging. The Senior Center Program Manager shall direct, plan, and coordinate the senior citizen activities of its officers and employees and shall administer and supervise its day-to-day operations and services. The Senior Center Program Manager shall supervise these services, under the direction of the Recreation Director. The Senior Center Program Manager shall serve as staff liaison to the Commission on Aging.
C. 
Public library. The City's public library programs shall be administered by the Library Board as provided in §§ 43.52, 43.54 and 43.58, Wis. Stats. The Library Board shall appoint a Librarian, who shall appoint such other assistants and employees as the Library Board deems necessary, and prescribe their duties and compensation. The Library Director shall supervise the public library programs and shall serve as staff liaison to the Library Board.
The Department of Marina/Harbor Facilities shall be governed and supervised by the Board of Harbor Commissioners.[1] The Harbormaster shall be appointed, upon recommendation of the City Administrator, by the Common Council by an affirmative vote by the majority of the members of the entire Common Council. The term and compensation of such Harbormaster shall be determined by the Council. The Harbormaster shall recommend to the Board of Harbor Commissioners for employment those employees for whom the Harbormaster shall be responsible. The employees to be employed, their term and compensation shall be subject to Council determination and approval, except that employment of seasonal employees shall not be subject to Council determination and approval.

The Department of Community Development shall consist of two programs, which shall be supervised by those officers or persons, and perform those functions, as set forth hereinbelow:
A. 
Planning and development. The City's planning and development programs shall be managed by the Director of Planning and Development, under the supervision of the City Administrator. The Director of Planning and Development shall be appointed, upon recommendation of the City Administrator, by the affirmative vote of a majority of the members of the entire Common Council. The term and compensation of such Director shall be determined by the Common Council. The Director of Planning and Development shall be the City's Zoning Administrator, direct the City's economic development activities and programs, and be responsible for preparation and implementation of the Comprehensive Plan. The Director of Planning and Development shall serve as staff liaison to the Community Development Authority, Design Review Board, Joint Review Board, Plan Commission and Zoning Board of Appeals.
B. 
Inspections and zoning. The City's building inspection and zoning enforcement programs shall be managed by the Director of Building Inspection and Zoning Enforcement, under the supervision of the City Administrator. The Director of Building Inspection and Zoning Enforcement shall be appointed, upon recommendation of the City Administrator, by the affirmative vote of a majority of the members of the entire Common Council. The term and compensation of such Director shall be determined by the Common Council. The Director of Building Inspection and Zoning Enforcement shall issue all permits for and inspect, or cause the inspection of, all work required under the provisions of federal, state and City electrical, plumbing and building codes. Such Director shall supervise the City's electrical, plumbing and building inspectors, under the direction of the City Administrator.
