The Department of Community Development shall consist of two programs, which shall be supervised by those officers or persons, and perform those functions, as set forth hereinbelow:
A. Planning and development. The City's planning and development programs shall be managed by the Director of Planning and Development, under the supervision of the City Administrator. The Director of Planning and Development shall be appointed, upon recommendation of the City Administrator, by the affirmative vote of a majority of the members of the entire Common Council. The term and compensation of such Director shall be determined by the Common Council. The Director of Planning and Development shall be the City's Zoning Administrator, direct the City's economic development activities and programs, and be responsible for preparation and implementation of the Comprehensive Plan. The Director of Planning and Development shall serve as staff liaison to the Community Development Authority, Design Review Board, Joint Review Board, Plan Commission and Zoning Board of Appeals.
B. Inspections and zoning. The City's building inspection and zoning enforcement programs shall be managed by the Director of Building Inspection and Zoning Enforcement, under the supervision of the City Administrator. The Director of Building Inspection and Zoning Enforcement shall be appointed, upon recommendation of the City Administrator, by the affirmative vote of a majority of the members of the entire Common Council. The term and compensation of such Director shall be determined by the Common Council. The Director of Building Inspection and Zoning Enforcement shall issue all permits for and inspect, or cause the inspection of, all work required under the provisions of federal, state and City electrical, plumbing and building codes. Such Director shall supervise the City's electrical, plumbing and building inspectors, under the direction of the City Administrator.
