The City recognizing the needs of the St. Clair County Community
College as to improved quality of educational offerings and expanded
physical plant intends to provide encouragement to the variety and
flexibility of land development, and uses supplementary thereto, that
are necessary in furthering the community college's long-range development
plan of February 12, 1970, and that will be consistent with the best
interests of the City.

Within the CCD Community College District, no building or land
shall be erected or used except in ways consistent with the following:
(1) The long-range development plan of February 12, 1970, as approved
by the City Council and as it may be amended and approved by the City
Council;
(2) The specific rules and regulations for the CCD District adopted from time to time and placed on public record by the City Council in the office of the City Clerk; and Subsections
(1) and
(2) of this section shall, prima facie, be deemed to have qualified for approval as a permitted use.

For major building additions requiring additional parking and
for all new buildings in the CCD District, a site plan shall be submitted,
and no building permit shall be issued until the site plan has been
approved by the Planning Department.
