A. 
Words and phrases, when used in this chapter, shall have the meaning ascribed to them in the Motor Vehicle Code of Pennsylvania,[1] as now in force or hereafter amended, enacted or reenacted, except where the context clearly indicates a different meaning.

B. 
The term "legal holidays" as used in this chapter shall mean and include: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas.
C. 
In this chapter, the singular shall include the plural, the plural shall include the singular and the masculine shall include the feminine and the neuter.
The provisions of this chapter, so far as they are the same as those of ordinances and regulations in force immediately prior to the enactment of this chapter, are intended as a continuation of such ordinances and not as new enactments. The provisions of this chapter shall not affect any act done or liability incurred, nor shall they affect any suit or prosecution pending or to be instituted to enforce any of those repealed ordinances or regulations.
All traffic and parking regulations of a permanent nature shall be enacted as ordinances or as parts of ordinances or as amendments to ordinances of the Borough of Tamaqua.

The Chief of Police, Officer in Charge, any police officer or a fire police officer shall have the following powers to regulate traffic and parking temporarily and in the time of emergency:
A. 
In a case of fire, flood, storm or other emergency, to establish temporary traffic and/or parking regulations.
B. 
In a case of emergency or to facilitate public works, or in the conduct of parades, procession or public events, to restrict or prohibit traffic and/or parking in limited areas for periods of not more than 72 hours.
C. 
To designate places from time to time upon and along highways in the Borough or other roads in the Borough where, for a period of not more than 90 days, or upon legal holidays, specific traffic and or parking regulations, prohibitions and restrictions shall be in force and effect and shall designate such locations by proper signs and markings. All such regulations, prohibitions and restrictions as set forth in this section shall be effective just as if they had been specified under the Pennsylvania Motor Vehicle Code.

The following areas, described in Subsections A, B, C and D, are hereby designated "Fire Zones" and shall be painted in yellow on the areas indicated and marked "Fire Zone - No Parking."
A. 
There shall be no parking at any time on the south side of High Street, from Swatara Street, westwardly, to Stadium Hill or Lehigh Street. There shall be no parking on the north side of High Street, westwardly from Swatara Street, a distance of 85 feet, to a point.
B. 
There shall be no parking at any time on the south side of Van Gelder Street, from a certain point to Oak Street.
C. 
There shall be no parking at any time on the east and west sides of Oak Street, southwardly, for a distance of 10 feet from Van Gelder Street.
D. 
There shall be no parking at any time on the northwest side of Stadium Hill or Lehigh Street, at High Street, along the sidewalk.

The following areas, described in Subsections A, B and C, are hereby designated "School Bus Loading Zones," and parking shall be prohibited as hereinafter provided.
A. 
Four signs shall be placed on the north side of Van Gelder Street, between Nescopec and Swatara Streets, reading "School Bus Loading Zone - No Parking between 7:00 and 8:00 a.m. and 3:00 and 4:00 p.m."
B. 
"No Parking" signs shall be placed on the east side of Nescopec Street, between Van Gelder and High Streets, stating "No Parking between 7:00 and 8:00 a.m. and 3:00 and 4:00 p.m.
C. 
Signs shall be placed on the south side of Van Gelder Street, between Oak and Swatara Streets, reading, "Caution - School Bus Loading Zone."

A. 
The following areas, described in Subsection A(1) and (2), are hereby designated as "Fire Lanes" and parking shall be prohibited as hereinafter provided.
(1) 
There shall be no parking at any time at Jamesway Plaza, beginning at the curb fronting such properties and proceeding in a southerly direction for a distance of 16 feet, as indicated by signs installed at the curbline and a painted yellow line on the parking lot.
(2) 
There shall be no parking at any time at Acme Markets beginning at the curb fronting said property and proceeding in a northerly direction for a distance of 16 feet, as indicated by signs installed at the curbline on the parking lot.
B. 
Any driver of a motor vehicle violating the provisions of this section shall, upon conviction before a Magisterial District Judge, pay a fine of $5, together with costs of prosecution.
The Borough Council may, from time to time, designate places upon and along the streets and alleys in the Borough where, for a period of not more than 90 days, specific traffic and/or parking regulations, prohibitions and restrictions shall be in force and effect and shall designate such locations by proper signs and markings. Such regulations, prohibitions and restrictions shall be effective just as if they had been specified in this section. No person shall operate or park a vehicle or tractor in violation of any such regulation, prohibition or restriction, and no person shall move, remove, destroy or deface any sign or marking erected or made by authority of this section. Any person who shall violate any provision of this section shall, upon conviction thereof, be liable to the penalty set forth in the law or elsewhere in this chapter for a violation of such nature, and, in the case of a violation for which no specific penalty is set forth in the law or elsewhere in this chapter, to a fine of not more than $10 and costs of prosecution, and, in default of payment of such fine and costs, to imprisonment for not more than five days. The purpose of this section is to allow for the test and experimental determination of the feasibility and desirability of permanent changes in the ordinances of the Borough relative to traffic and parking.
The police officers of the Borough are hereby given authority to direct traffic on the highways in the Borough and at intersections thereof.
