The course, width, grade and location of all streets shall conform
to the Comprehensive Plan and shall be considered in their relation
to existing and planned streets, to topographic conditions, to public
convenience and safety, and in their appropriate relation to the proposed
uses of the land to be served by such streets, and shall conform to
the following design standards:
A. Where not shown on the Comprehensive Plan, the arrangement of streets
in a subdivision shall be revised by the Zoning Board of Appeals to:
(1) Provide for the continuation or projection of existing principal
streets in surrounding areas; or
(2) Conform to the Major Thoroughfare Plan, where applicable; or
(3) Conform to topographic or other conditions where continuance or projection
of existing streets is impractical.
B. Minor streets shall be so laid out that their use by through traffic
will be discouraged.
C. Where a subdivision abuts or contains an existing or proposed expressway
or a railroad right-of-way or rail crossings, access thereto shall
be limited to a minimum number of intersections and such access intersections
with expressways and/or rail crossings shall be determined with due
regard for sight distance, distance between intersections, approach
grades and requirements for future grade separations. No street grade
shall be less than 1/2 of 1% or more than 8%.

D. Street intersections with center-line offsets of less than 100 feet
shall be prohibited.
E. A tangent at least 100 feet long shall be introduced between curves
on arterial and collector streets where the curve radius is less than
500 feet.
F. Where connecting street lines deflect from each other more than 10°,
they shall be connected with a curve with a radius adequate to assure
sight distance.
G. Streets shall be laid out to intersect as nearly as possible at right
angles, and no street shall intersect any other street at less than
70°.
H. Alleys shall be discouraged in residential districts.
I. Street right-of-way widths not shown on the Major Thoroughfare Plan shall not be less than 66 feet for collector or minor streets unless the City Council approves a modification in accordance with Article
VIII of this chapter. Such modifications shall conform to the standards for urban roads as specified in the Illinois Department of Transportation, Division of Highways, Bureau of Local Roads and Street Manual, latest edition.

J. Dead-end streets, designed to be so permanently, shall not be longer
than 600 feet and shall be provided with a turnaround having an outside
surface diameter of at least 90 feet and a right-of-way line diameter
of at least 100 feet.
K. Private streets and reserve strips shall be discouraged in platting
subdivisions. Every subdivision shall be served from a publicly dedicated
street. Reserve strips controlling access to streets shall be placed
under the control of the City or township and be under such conditions
as approved by the City Council.

Easements across lots, centered on rear or side lot lines, or
where necessary for utilities, a watercourse, drainageway channel
or stream, shall not be less than 10 feet wide, shall contain the
volume conveyance of surface drainage within the easement limit as
applicable, with consideration of width for additional easement uses,
and shall be shown on the plat.
The length, width and shape of blocks shall be determined with
due regard to:
A. The provision of adequate building sites for the special type of
use contemplated.
B. Requirements as to lot size and dimensions.
C. Needs for convenient access, circulation, control and safety of street
traffic.
D. Limitations and opportunities of topography.
E. Block lengths shall not exceed 1,320 feet, nor be less than 500 feet.
F. In cases where the block length exceeds 600 feet and where deemed
essential by the Zoning Board of Appeals to provide pedestrian circulation
to schools, playgrounds, shopping centers and other community facilities,
an easement dedicated to the City or township for a crosswalk shall
be provided of not less than 10 feet wide.
G. Block width shall be wide enough to allow two tiers of lots of a
minimum depth of 100 feet.
A proposed street which is in alignment with or joins an existing
and named street shall bear the name of the existing street. In no
case shall the proposed name of the street duplicate the name of an
existing street within the area covered by this chapter. The use of
the suffix "street," "avenue," "boulevard," "driveway," "place," "court"
or a similar description shall not be sufficient distinction to constitute
compliance with this section. House numbers shall be assigned in accordance
with the provisions of the county or the City, depending upon the
location of the subdivision.
Any subdivision of a flood hazard area shall be done in such
a manner that subsequent development shall be floodproofed and so
that the flood hazard to other properties is not increased thereby.
