The Town Council in its capacity as the board of license commissioners shall hold the regular meetings of the board of license commissioners on the first Wednesday of each month at 7:30 p.m. provided that during the months of July and August the board shall meet on the third Wednesday of each month at 7:30 p.m. The location of the regular meeting of the board shall be the Council chambers in the Town hall.

(a) 
Regular meetings. The Town Council shall hold its regular meetings at Town hall at 7:30 p.m. on the first Wednesday of each month, immediately following the completion of the board of license commissioners meeting, and on the third Wednesday of each month at the Council chambers in the Town hall provided that during the months of July and August the Town Council shall meet only on the third Wednesday of each month at 7:30 p.m. If the regularly scheduled meeting of the Town Council or board of license commissioners shall fall on a legal holiday, the meeting shall be conducted at the same time on the next business day or on a date to be set by the Town Council.
(b) 
Agenda. All agenda items must be submitted to the Town Clerk by 3:00 p.m. on the Thursday prior to the regularly scheduled meeting.
(c) 
Time limitations. No business will be conducted at such meetings beyond 11:30 p.m. Any items under consideration at such time and all agenda items not yet considered shall be carried over to the next regularly scheduled meeting in the same order as they appear on the adjourned meeting agenda and shall be placed at the top of the subsequent regular meeting agenda and considered first at such meeting, unless otherwise determined by the members present. The Town Council may, upon motion duly made and seconded and passed by not less than four affirmative votes, waive this rule and consider any item on the agenda after 11:30 p.m.

The Town Council President may appoint one or more council members as liaisons to any board, committee or community group.
