(a) 
It shall be unlawful for any person to use or install or to cause anyone to use or install barbed wire for any purpose on any property in the Town, except as specifically provided in Subsection (b) of this section.
(b) 
Barbed wire may be used for agricultural and industrial purposes with the authorization of the Town Council.

(a) 
Every outdoor swimming pool or family pool shall be completely surrounded by a fence or wall not less than six feet in height. The fence or wall shall be so constructed as not to have openings, holes or gaps larger than two inches in any dimension except for doors and gates. If a picket fence is erected or maintained, the horizontal dimension shall not exceed two inches. A dwelling house or accessory building may be used as part of such enclosure.
(b) 
Every gate or door opening through such enclosure shall be equipped with a self-closing and self-latching device for keeping the gate or door securely closed at all times when not in actual use, except that the door of any dwelling which forms a part of the enclosure need not be so equipped.
(c) 
This section shall be applicable to all new swimming pools constructed, other than indoor pools, and shall apply to all pools in existence on the effective date of the ordinance from which this section derives which have a minimum depth of 24 inches of water. No person in possession of land within the Town, either as owner, purchaser, lessee, tenant or licensee, upon which is situated a swimming pool or family pool having a minimum depth of 24 inches shall fail to provide and maintain such fence or wall as provided in this section.
(d) 
The inspection department may make modifications in individual cases, upon a showing of good cause with respect to the height, nature or location of the fence or wall or the gates or latches or the necessity therefor, provided the protection as sought under this section is not reduced thereby. The inspection department may permit other protective devices or structures to be used so long as the degree of protection afforded by the substitute devices or structures is not less than the protection afforded by the wall, fence, gate and latch described in this section. The inspection department shall allow a reasonable period within which to comply with the requirements of this section.
(e) 
All fences and enclosures erected prior to April 20, 1977 are considered to be in compliance with the section; provided, however, that all replacements for or substantial alterations to such preexisting fences and enclosures shall conform to the height requirements of Subsection (a) of this section.

Construction cost shall be determined by the Building Official.
(b) 
Plumbing permits. Plumbing permit fees shall be $7.50 as the base fee plus $2.50 for each fixture.
(c) 
Electrical permits. Electrical permit fees shall be as follows:
(1) 
Same as building permits.
(2) 
Permit fees for low voltage wiring, burglar alarms, sprinklers, smoke detectors, fire alarms and others shall be the same as the electric fee schedule.
(3) 
Permit fees for residential work shall be $35 per dwelling unit.
(d) 
Mechanical permits. The mechanical permit fee shall be a flat fee of $10 for single residences, plus $5 per $1,000 for commercial or multiunit residences.
(e) 
Wood stove permits. The wood stove permit fee shall be a flat fee of $10.
(f) 
Sign permits. The sign permit fee shall be a base fee of $10, plus $1 per square foot in excess of 10 square feet.
(g) 
Certificate of use and occupancy. The fee for a certificate of use and occupancy for a single family residence shall be $25 per inspection and an additional $25 per reinspection.
(h) 
Commercial permits. Commercial permit fees shall be as follows:
(1) 
Gasoline stations. The fees for the erection of gasoline station buildings shall be the amounts specified in the schedule of permit fees in Subsection (a) of this section, and in addition there shall be a fee of $50 for each gas pump and a fee of $25 for each tank for petroleum products.
(2) 
Moving buildings or other structures. The fees for the moving of buildings or other structures shall be as follows:
a. 
If relocated so as not to involve the use of public highways in the process of moving, the fee shall be $10.
b. 
If not more than 2 1/2 stories in height and involving use of public highways, the fee shall be $25.
c. 
If more than 2 1/2 stories in height and involving the use of public highways, the fee shall be $50.
(3) 
Demolition. The fees for the demolition of buildings or other structures will be in accordance with the following table:

In accordance with the state building code, G.L. 1956, §§ 23-27.3-113.1 and 23-27.3-118.0 when a permit is required, failure to comply with this provision shall include the following:
a. 
Late filing fee. If an owner or agent files an application for the required permit after work has commenced or has commenced work prior to the issuance of the required permit, a late filing fee shall be added to the normal fee that would otherwise apply. The late filing fee shall be double the normal fee.
b. 
Failed inspection fee. For a failed inspection, a fee of $25 shall apply for the necessary reinspection of the corrected work.
(i) 
All permits required must be paid collectively. Additionally, no permits shall be issued unless all permits are filed with the application of the main permit. All applicants shall produce a current state license as required by law.
(j) 
This section, as written, will comply with regulations listed in the Rhode Island State Building Code of July 1977, as amended with respect to, Article 1 (G.L. 1956, § 23-27.3-108.1.6) entitled "Administrative procedures."
