The Town Council grants the exclusive authority to the Arnold
Mills Parade Association, to determine which vendors, peddlers, etc.,
shall be allowed to make sales along the parade route, and charge
such fees as the parade association shall set for such permits to
make sales for the Fourth of July Parade for the year 1992 and such
future years as the Council may grant by resolution.

(a) No person shall offer for sale or sell, as a hawker or peddler, any
goods, wares and merchandise within the Town without having first
obtained a license issued by the Town Council, which shall be brightly
colored, of a size no less than 8 1/2 inches by 11 inches and
conspicuously displayed at all times by the said hawker or peddler.
(b) The fee for such annual license shall be as established from time
to time by the Town Council and on file in the office of the Town
Clerk.
(c) The term of such license shall be one year, renewable April 1 of
each year.

This division shall not pertain to yard sales or to persons
selling produce grown on the property where the items are being sold.

At the time of filing the application for a hawker or peddler
license, the applicant must provide the following:
(1) Written permission of the landowner for the placing of the applicant's
vehicle, cart or other conveyance at any stationary location;
(2) A written statement from the police department approving the location
relative to traffic; and
(3) A written statement from the zoning officer approving the location
relative to zoning.

Prior to the hearing on the issuance of a hawker or peddler
license, the applicant must provide proof of licensure by the general
treasurer of the state as to statewide and county licensure.

A hawker or peddler license may be issued and revoked by the
Town Council as provided by state law.
