The Town Council does approve, accept and adopt the Comprehensive Community Plan, Town of Cumberland, County of Providence, State of Rhode Island 2016 - 2036 Amendment on June 15, 2016, as the official Comprehensive Community Plan of the Town and amendments thereto which shall be enacted in the same manner as the Comprehensive Community Plan itself.
This amendment and any future amendments shall not become effective for the purposes of guiding State agency actions until it is approved by the State of Rhode Island pursuant to the methods cited in the provisions of G.L. 45-22-21, et seq. or pursuant to any rules and regulations contained in said chapter.

Created; Director, Town Planner; organization; administration. There shall be a Department of Planning and Community Development. The head of the department shall be the Director of Planning and Community Development, who shall be appointed by the Mayor with the approval of the Town Council. Serving under the director shall be a Town Planner to be appointed by the Mayor with the approval of the Town Council. The Town Planner shall carry out the duties and responsibilities assigned to him/her by the director. Further organization of this department shall be as stated in the Charter and by ordinances enacted by the Town Council. The administration of the department shall be in accordance with § 306 of the Charter.
Functions. The Department of Planning and Community Development shall perform the following services:
Assist the Planning Board, the Zoning Board, the Mayor, the Council and other departments, agencies and boards of the Town in matters relating to zoning, land use and planning.
Apply for, coordinate and administer all appropriate federal and state grants, as well as local money, as they apply to community development.
Assist and coordinate community development activities with the Mayor, Council, Town officers and boards, commissions, departments and agencies in Town government.
Perform all other related duties necessary for the sound physical development of the community.
Engage outside technical and professional assistance to fulfill the responsibilities of the department.

The Town Council does hereby empower the Planning Board, pursuant to Rhode Island General Law 45-23-51, to adopt, modify and amend regulations and rules governing land development and subdivision projects within the Town of Cumberland and to control land development and subdivision projects pursuant to these regulations and rules.
