A safe and convenient vehicular access shall be provided from abutting public streets or roads. The Planning Board may require additional entrances or exits whenever they deem it necessary for the public safety and welfare.
The entrance road connecting the park streets with a public street or road shall have a minimum road pavement width of 20 feet and a total width of 36 feet, including rights-of-way.
Surfaced roadways shall be of adequate width to accommodate anticipated traffic, including emergency vehicles, and in any case shall meet the following minimum requirements:
A. 
Where parking is permitted on both sides, a minimum pavement width of 28 feet will be required.
B. 
A minimum road pavement width of 22 feet will be required where parking is limited to one side.
C. 
A minimum road pavement width of 18 feet will be required where off-street parking is provided. Each off-street parking space shall have an area at least nine feet wide and 20 feet long, not including maneuvering to access areas.
D. 
The paved portions of such streets shall be finished with a smooth, hard and dust-free surface which shall be durable and well-drained under normal use and weather conditions.
E. 
All streets shall be constructed, graded and leveled as to permit the safe passage of emergency vehicles at a speed reasonable and prudent.
F. 
Culs-de-sac shall be provided in lieu of closed-end streets, a turnaround having an outside roadway diameter of at least 120 feet or an equivalent T-turnaround shall be provided pursuant to Town of Spencer Highway Specifications.[1]

Two off-road parking spaces must be provided for each mobile home lot, which shall be not less than nine by 20 feet in size.
The appropriate lighting, including, but not limited to spacing and type of lighting units, as will provide necessary illumination for the safety of pedestrians and vehicles, shall be determined by mutual agreement between the Town Planning Board and the applicant.
