(a)
Any motorcycle, dirt bike, minibike, moped, go kart, motorized scooter,
motorized tricycle, quad cycle or other recreational vehicles which
has been determined by the Department of Motor Vehicles for the State
of Rhode Island as unsuitable for operation on a public way and is
not eligible for registration for that use is strictly prohibited
from public streets, public parks or any walkway, trail, grassy area,
recreational facility, open space areas, or in any area within the
Town where motor vehicles are not allowed, and shall not be operated,
driven, caused to be driven, walked or parked on public streets, public
parks, grassy areas, trails or in any area within the Town where motor
vehicles are not allowed, or within the boundaries of any public park,
or on the private property of another, without first obtaining and
having in his possession written permission from the property owner
for such operation. Any person granting such permission shall be responsible
to see that the noise generated shall not be a nuisance or annoyance
to the surrounding neighborhood.
(b)
Any person violating Subsection (a) shall be subject to a fine of not less than $100 and up to $200 for a first offense, not less than $200 and up to $400 for a second offense and not less than $300 and up to $600 for each offense thereafter; provided, however, that in cases where there is damage to any public property the court may increase the fine to no less than $500 up to $1,000. Any vehicle used in violation of this section shall be impounded and shall be towed and stored at the owner's expense and shall not be released until all court action has been completed.
(c)
Eluding an officer. No person illegally operating any recreational
vehicle described in this section shall elude a police officer upon
being signaled to stop or upon being told to stop. This section shall
apply upon the occurrence of any lawful action by a police officer
in telling or signaling any vehicle operator to stop by any oral statement,
siren, flashing light, hand signal or other signal. This shall apply
whether the police officer ordering or signaling the stop is in a
vehicle or on foot. This section is intended to prohibit acts to elude
a police officer, including acts consisting of increasing speed, changing
direction, turning off lights or taking similar steps to avoid or
escape a police officer. Any person violating this section shall be
subject to an additional fine of no less than $200 up to $1,000.
An official traffic map shall be kept in Town hall showing any
of the following regulations applicable in the Town:
(1)
Location of traffic control devices;
(2)
Regulations applicable to parking, loading, bus stops or taxicab
stands;
(3)
Speed limits;
(4)
Location of through streets;
(5)
Stop intersections;
(6)
Yield right-of-way intersections;
(7)
Waiting lanes;
(8)
One-way streets;
(9)
Truck traffic routes;
(10)
Regulations concerning vehicle turns at designated locations.

Such map shall constitute the official enumeration of Town ordinances
regarding those areas of traffic regulation enumerated by this section.

(g)
(1)
The use of commercial vehicles on the two bridges located on
Rawson Road between Newell Drive and Abbott Run Valley Road is prohibited
provided that this subsection shall not include any SUV (sport utility
vehicle) bearing a commercial registration plate or any pickup truck
bearing a commercial registration plate which has a gross vehicle
weight of less than 6,000 pounds.
(2)
Any person convicted of a violation shall be fined $75 for each
offense as set forth in G.L. 1956, § 31-13-4.

The streets described in Subsection (b) of this section are hereby designated one-way streets. When signs indicating the direction of traffic are erected at each intersection where movement in the opposite direction is prohibited, vehicular traffic shall move only in the indicated direction.

(b)
All traffic control devices currently in existence on the public
highways of the Town that have been so placed by the department of
public works are hereby deemed ratified and authorized as if each
such traffic control device was authorized by the passage of an ordinance
by the Town Council pertaining to each such traffic control device.
(c)
The Cumberland Traffic Management Group is authorized and empowered
to direct the installation of temporary stop signs for a period of
not more than 90 days, and shall report to the Town Council stop signs
authorized at its next regularly scheduled meeting. The Town Council
may authorize a temporary stop sign for a period longer than 90 days
by resolution, but in no case for longer than 180 days. Permanent
placement of a stop sign requires approval from the Town Council by
ordinance.
