Parking regulations enumerated in this article are effective
each year in the Town from December 1 to April 1.

All parking of motor vehicles or trailers on Town or state roads
within the Town shall be prohibited upon declaration of a storm emergency
by the Town's Public Safety Director or his/her designee. The prohibition
shall remain in effect until such time as the Public Safety Director
declares that the emergency is over.

The Public Safety Director or his/her designee is hereby authorized
to declare a storm emergency when such weather conditions exist so
as to constitute a hazard (in his/her judgment) to the public health
and safety. Normal parking regulations will resume when the Public
Safety Director or his/her designee has declared the storm emergency
at an end based upon his/her judgment that the hazard has passed.

Notice of a declaration of a storm emergency shall be made through
public service announcements in the media including but not limited
to public television and radio stations and shall be posted to the
Town's website and/or official social media accounts of the public
safety department(s).

Vehicles parking in violation of this article will be tagged and towed, if necessary, to ensure the public health and safety. The fine for a violation shall be set under §
38-55(a)(16), entitled "Schedule of fines: Parking during a snow ban." When, in the opinion of the public safety director or his/her designees, it is necessary to tow any vehicle in violation of this article, all towing and storage fees will be at the expense of the vehicle owner. The fee to be charged is not to exceed the public utilities commission rate for towing.
