A. 
Performance Requirement, As Contained In Section 8 Regulations. The dwelling unit shall have and be capable of maintaining a thermal environment healthy for the human body.
B. 
Minimum Requirements.
1. 
Each dwelling unit shall contain safe heating and/or cooling facilities in proper operating condition.
2. 
Adequate heating or cooling to each room appropriate for the climate must be assured. Adequate heating and cooling shall mean sixty-eight degrees to seventy degrees (68° to 70°) three (3) feet above floor level.
3. 
Room heaters which burn gas, oil or kerosene are unacceptable unless vented properly.
4. 
Fireplaces, if operating properly, are acceptable.
