A. Emergency snow and ice routes in the City are hereby declared to
be and are defined as follows:
1. All of Kansas Avenue and Main Street USA from Missouri Avenue (Hwy
5) to the south City boundary.
2. All of Missouri Avenue (Hwy 5) from north City boundary to south
City boundary.
3. All of Chestnut Street from West Holmes Street to West Wells Street.
6. West Lake Street (Hwy JJ) from Kansas Avenue/Main Street USA to the
west City boundary.
7. East Hauser Street (Hwy WW) from Missouri Avenue to the east City
boundary.
8. Gracia Avenue from South Chestnut Street to South Pine Street, including
the railroad overpass.
9. The 100 Block of East Howell Avenue and 100 Block of West Howell
Avenue.
10.
The 100 Block of East Ritchie Avenue and 100 Block of West Ritchie
Avenue.
11.
The 100 Block of East California Avenue and 100 Block of West
California Avenue.
B. Whenever weather conditions shall have created dangerous driving
circumstances that impose an increased risk to public safety from
the accumulation of snow or ice, a declaration shall be made by the
City Manager or his/her designee, upon recommendation of the Chief
of Police and the Streets Department Superintendent, of such emergency,
and said emergency declaration shall be immediately publicized by
radio, newspaper publication, internet, or other media sources available.
Following said declaration, it shall be unlawful for the owner of
any vehicle to allow, permit or suffer such vehicle to stand or be
parked on said emergency snow and ice routes in such manner as to
interfere with the removal of snow and ice from such routes.
C. An emergency so declared shall remain in existence for such portion
of this Schedule until all accumulations of snow and ice has been
removed and it is determined that emergency conditions no longer exist.
D. Any person found in violation of this Section shall be fined an amount
not to exceed the sum of two hundred dollars ($200.00), including
court costs.
