For purposes of this article, the following words and phrases
shall have the meanings respectively ascribed to them by this section:
GARBAGE
All animal and vegetable waste and all putrescible materials.
REFUSE
All waste substances, including garbage as well as combustible
and noncombustible wastes, including but not limited to metals, glass
and plastic. Excepted from the definition of refuse is building demolition
materials.
All garbage and refuse as defined in this article shall be collected
by the Village of Granville, Putnam County, Illinois, or its independent
contractors having contracts with the Village of Granville, Putnam
County, Illinois, so to do from all single-family residences and all
multiple-family buildings with two units or less. Collection of garbage
and refuse from multiple-family buildings with three units or more,
and all commercial and industrial use property, shall be done at the
sole expense of the property owner and shall not be done by the Village
of Granville or its independent contractor.
All garbage and refuse collected pursuant to §
224-2 of this article shall be solely collected by the Village of Granville or its independent contractor.
The Village of Granville, Putnam County, Illinois, shall prescribe
rates by this article to provided garbage and refuse collection as
provided in this article. The rates shall be billed on each water-metered
property governed by this article, and each metered property shall
pay the prescribed rate. The rate is:

The independent contractor will bill each metered property.
The Village will supply the contractor with a list of metered properties.
Any person, firm or corporation violating the terms of this article shall be subject to penalties as set forth in Chapter
1, Article
III, of the Village Code.
