All interested parties shall be given the opportunity to present
evidence and testimony, as long as it is relevant to the issues under
consideration. The hearing shall be conducted so as to afford fundamental
fairness to all parties. The technical rules of evidence shall not
apply. The hearing may, but need not necessarily, be held during a
regular meeting of the Council as provided in Section 83-5 of the
Charter of the Town of Somerset. The decision of the Town Council
shall be by majority vote of those members present at the hearing
on the application.
