There is hereby created a Committee of Aging which shall be
the County Aging Unit.
It is the purpose of this chapter to enable the creation of
a County Aging Unit which shall be responsible to:
A. Represent
the views, interests, and concerns of older people in all County matters
affecting them; and
B. Assure
that older people have the opportunity to participate in, contribute
to, and have access to all facets of community life to the limits
of their capacity.
As used in this chapter, except where otherwise expressly provided,
"older people" means people who are 60 years of age or older.
The members of the County Aging Unit shall consist of the members
of the Social Service Board and shall be advised by the Citizens Advisory
Committee. A method for the removal of members who fail to attend
a significant number of meetings shall be established by the County
Board.
The County Aging Unit shall have the following powers and duties:
A. Receive,
disburse, and administer funds for services and programs for older
persons.
B. Develop
and implement an annual, comprehensive, coordinated County aging plan
for programs for older people.
C. Give
policy direction to staff for the County unit to carry out activities
consistent with the purpose of this chapter.
D. Review
and approve all proposals relating to matters affecting older people
that are considered by the County Board.
E. Provide
information to individuals, groups, and the community about the needs,
interests, circumstances, and services available to older people.
F. Assist
County service agencies in organizing, developing, modifying, and
expanding available services and programs for older people.
G. Identify
and encourage the development of opportunities which enable older
people to fully contribute to the welfare of the community.
H. Submit
an annual report of its activities to the County Board and such other
reports as the County Board may deem appropriate.
I. Elect
a Chair and other officers from among its members.
J. Adopt
bylaws and procedures to facilitate operation of the unit, provided
they are not inconsistent with the rules and regulations of the County
and the Area Agency on Aging.
K. Perform
such other functions as are deemed necessary by the County Board to
fulfill the purpose of the County Aging Unit.
The County Board of Supervisors shall provide for the needs
of the County Aging Unit, including adequate staff support and office
space.
