As used in this article, the following terms shall have the
meanings indicated:
COASTER
A footboard mounted upon two or more sets of wheels and controlled
by an upright steering handle. The user, usually in an upright position,
propels this device. (Note: Other name for this device is "scooter.")
NEGLIGENT MANNER
To endanger or likely to endanger any person and/or property,
including the operator of the device.
ROLLER SKATES
A pair of shoes mounted upon two sets of wheels and is most
often propelled by the user in an upright, standing position or kneeling.
(Note: Roller blades use the same concept; difference is a line of
wheels that are mounted on the shoes.)
SKATEBOARD
A footboard mounted upon four or more wheels and usually
propelled by the user who sometimes stands, sits, kneels, or lies
upon the device while it is in motion.
Any person violating this article shall be punishable with the
penalties as follows:
A. First offense: verbal warning and/or notification to a parent if
operator is a juvenile.
B. Second offense: operator, upon conviction, shall be subject to a
fine not exceeding $100.
C. Third offense: operator, upon conviction, shall be subject to a fine
not exceeding $100, together with confiscation of the device used
in violation of this article for a period of five to 10 days.

It shall be unlawful for any resident of the Borough of Penns
Grove to operate or cause to be operated any bicycle or other two-wheeled
vehicle, not otherwise required to be licensed, upon any street or
other public area within the limits of the Borough of Penns Grove
unless said bicycle or vehicle is registered and marked as herein
provided.
No person shall willfully deface or destroy the identification
mark or registration certificate of any bicycle registered in the
Borough under this article.
Any person who shall violate any of the terms of this article
shall, upon conviction, be subject to a fine not in excess of $200.
