The Township Committee may appoint adult school crossing guards
for terms not exceeding one year from January 1 of each year. The
Township Committee may revoke such appointments and remove such appointees
for cause and after proper hearing before the Chief of Police. Before
any adult school crossing guard is appointed, the Chief of Police
shall ascertain the eligibility of the applicant and make a report
to the Township Administrator, who shall inform the Township Committee
of the contents of the same.
No person shall be appointed as an adult school crossing guard
unless such person:
A. Is a citizen of the State of New Jersey;
B. Is of sound body and of good health;
C. Is of good moral character; and
D. Has not been convicted of any criminal offense involving moral turpitude.
An adult school crossing guard shall not be a member of the
Police Department of the municipality. All powers and duties shall
cease at the expiration of the term of appointment. An adult school
crossing guard shall not have the right to bear firearms or the power
of arrest.
Every adult school crossing guard shall be under the supervision
and direction of the Chief of Police of the Township of Cranford and
shall perform duties only in the Township of Cranford. An adult school
crossing guard shall comply with the rules and regulations applicable
to the conduct and decorum of the regular police officers of the municipality.
The compensation for adult school crossing guards shall be fixed
and determined by the Township Committee. Any vacancy occurring shall
be filled for the balance of the unexpired term.
Every adult school crossing guard shall be trained for the proper
performance of his or her duties, in accordance with N.J.S.A. 40A:9-154.2.
Before being assigned to any post, an adult school crossing
guard shall be provided with a uniform which shall identify his or
her function and which shall be distinct from the uniform of a member
of the regular Police Department. Such uniform shall include but not
be limited to a safety vest, a hat, and breast and hat badges which
shall bear an identification number and the name of the municipality.
The Chief of Police shall have the right to position school
crossing guards on any street or highway within the municipality;
provided, however, that such crossing guards may be stationed only
when it is necessary to control or direct vehicular or pedestrian
traffic during those time periods on a school day when it is necessary
to control traffic or during any special event or program involving
pedestrian crossings whenever it is deemed to be in the best interests
of public safety.
