This chapter shall be known as the "House and Building Number
Law of the Township of Cranford."
The purpose of this chapter is to provide emergency personnel
in the Township, such as police, fire and emergency medical services,
with the most expeditious manner of identification of houses, commercial
properties, commercial buildings and other buildings within the Township
in order to allow them to quickly and accurately respond to the appropriate
address.
A.
Address numbers.
(1)
The owner and occupant of every building shall be required to display
address numbers as follows. Address numbers shall at all times be
affixed and mounted in a secure fashion to the building's front
wall (facing the public or private street), entryway from a public
street or main path of travel leading to the main entrance from a
public street. Such numbers shall be no less than four inches in height
and shall be Arabic in format and style. Script or Roman numerals
shall not be considered to be in compliance with this chapter and
must be removed. In residentially zoned areas, address numbers shall
be a maximum of eight inches in height.

Address numbers may also be mounted on a post in the front yard of
the premises not within the right-of-way.
(3)
All address numbers shall be mounted at a height of not less than
four feet and not more than 10 feet above grade. The numbers shall
be securely fastened, of durable, weatherproof material, and shall
be mounted against a contrasting background arranged so that the numbers
may be legible from the center of the road.
(4)
In all cases, address numbers shall be clearly visible at all times
from the public or private street on which the property is located.
(5)
Said address numbers shall not be obstructed from view from the public
or private street by trees, shrubs, structures or other objects.
(6)
Where the building upon which the number is to be displayed is more
than 150 feet from the edge of the right-of-way, whether improved
or not, of the street or road serving the building, the number shall,
in addition to the other requirements of this chapter, be displayed
on a sign readily visible from the road or street and in no event
farther back than 25 feet from said road or street right-of-way.
B.
Builders, owners and developers of new structures shall post a temporary weather-resistant sign on the site displaying the assigned street address immediately upon completion of framing. The posting shall otherwise be in accordance with Subsection A above. No certificate of occupancy shall be issued if said numbers are not so installed.
C.
Where a group of structures or buildings carries the same address, the posting of the address number at the principal entry point to the complex, being visible as required in Subsection A above, shall be considered in compliance.
D.
All existing structures shall comply with the requirements of this
chapter within 90 days of the effective date thereof. All structures
completed and/or occupied subsequent to the effective date of this
chapter shall comply immediately.
The Construction Official, all subcode officials, the Fire Chief
and Police Chief are hereby declared to be responsible for the enforcement
of this chapter.
It shall be unlawful for any person, firm or corporation, or
anyone acting on behalf of said person, firm or corporation, to violate
any of the provisions of this chapter relating to the posting and
continuation of the numbering system of the numbers on said buildings.
Any structure not displaying the numbers as set forth in this chapter
shall be considered in violation of this chapter.
Any person, firm or corporation violating or permitting the
violation of any provision of this chapter shall be subject to a fine
not exceeding $100 and $200 for each subsequent offense. Each day's
continued violation shall constitute a separate additional violation.
