This chapter may be known and shall be cited as the "Cranford Conservation Center Ordinance."
The purposes of this chapter are as follows:
A. 
To establish rules and regulations for orderly operation of the Conservation Center.
B. 
To establish a fee schedule and permit system for the deposit in the Conservation Center of certain organic garden debris and tree parts by residents and property owners in order to defray the cost of operating the Conservation Center.
C. 
To ensure that this facility is operated in accordance with all applicable environmental statutes and regulations for the benefit of Cranford residents.
A. 
The Conservation Center shall be available for use by all residents of the Township of Cranford for the deposit of garden debris, as herein described, produced by premises owned or occupied by such residents.
B. 
The Conservation Center shall also be available for use by all residents of Cranford for the taking of leaf compost, fireplace logs and wood chips for personal use.
C. 
Garden debris may consist of the following:
(1) 
Grass clippings, shrubbery, plants, leaves, fruits and other debris released by trees or plants.
(2) 
Fireplace logs, cut to lengths of 15 inches to 36 inches with a maximum diameter of 24 inches.
(3) 
Other tree parts including stumps and branches under two inches in diameter. All stumps shall be cut into lengths of 15 inches to 36 inches with a maximum diameter of 24 inches. All branches over two inches in diameter shall be trimmed and cut into fifteen-inch to thirty-six-inch lengths and deposited in the area designated for fireplace logs.
D. 
Leaf compost may be taken from the Conservation Center at no cost by Cranford residents. It may also be taken by nonresidents when there is an oversupply of the material, to be determined by the Township Engineer.
E. 
No person shall deposit garden debris at the Conservation Center unless such person shall have a current, valid permit sticker issued by the Township of Cranford on such person's vehicle.

F. 
Permit stickers shall be issued only as follows:

(1) 
To any resident of the Township of Cranford or, in the case of a Township resident who does not own a vehicle, to a relative designated in writing by the resident. Any resident or his designee may use a permit sticker for the disposal of garden debris generated from the resident's property in Cranford only.
(2) 
To any owner of real property in the Township of Cranford. Such property owner may use a permit sticker for the disposal of garden debris generated from the property owner's property in Cranford only.
G. 
Permit stickers shall be issued only upon proof of residency or property ownership, which may be in the form of a driver's license, motor vehicle registration, tax bill or other satisfactory proof.
H. 
Permit stickers shall not be transferable.
I. 
A permit shall not be required for Cranford residents to deposit recyclable materials such as glass bottles, metal cans, newspapers, etc.
J. 
Deposit of certain materials prohibited.
(1) 
It shall be unlawful for any person to deposit, dump or dispose of any material at the Conservation Center, as herein described, which was not generated by real property located within the Township of Cranford.
(2) 
It shall be unlawful for any person to deposit, dump or dispose of any material of any nature whatsoever at or near the Conservation Center at any time other than during the hours that the Conservation Center is open for public use.
(3) 
It shall be unlawful for any person to deposit, dump or dispose of any material at the Conservation Center which is not yard waste, recyclable containers, newspapers, etc., so designated in this chapter or currently publicized by the Township.
K. 
The list of specific acceptable and unacceptable recycling materials may be altered by the Recycling Coordinator or the Superintendent of Public Works as necessary.[1]

L. 
The following safety rules shall apply:
(1) 
Glass bottles shall not be thrown.
(2) 
The speed limit shall be 10 miles per hour in the Conservation Center.
(3) 
Children must be supervised by their parents at all times.

A. 
Permit stickers shall be issued on an annual basis.
B. 
The fee for a permit sticker shall be $85 annually for the first vehicle owned by each resident and $20 for each additional vehicle. The fee for each year shall not be prorated and limited to only two permit stickers per household.

Hours of operation of the Conservation Center shall be fixed by the Township Committee.

Any person violating any provision of this chapter shall, upon conviction thereof, be subject to a penalty as provided in Chapter 1, Article I, of this Code. All complaints shall be heard in the Cranford Municipal Court. In addition, the Township Committee may revoke the permit privileges of any person violating the provisions of this chapter.
