No taxicab, autocab, limousine or livery service shall be operated on the streets of the Township except by a driver who shall have first obtained a requisite driver's license for that purpose from the Township Clerk.

A. 
Each application for a driver's license required by § 382-7 shall be submitted to the Township Clerk on forms provided by the Township.
B. 
Each application shall be accompanied by:
(1) 
An application fee of $5.
(2) 
Affidavits of two reputable persons who have known the applicant and have observed his character for more than a year.
(3) 
Two identification photographs, size one inch by one inch, of the head and shoulders of the applicant.

Applicants for all driver's licenses shall be:
A. 
Not less than 21 years of age.
B. 
Of sound physique, with good eyesight and not subject to epilepsy, vertigo, heart trouble or any other disease or deformity of body or mind which might render him unfit for the safe operation of a taxicab.
C. 
Of good moral character.
D. 
Able to read and write the English language.
E. 
Clean in dress and person.
F. 
Not addicted to the use of intoxicating liquors, habit-forming narcotics or other drugs.

Each operator or driver of the autocab for which the owner thereof is seeking the consent to operate in the municipality shall submit to the performance of a criminal history record background check. The cost for the criminal history record background check, including all costs of administering and processing the check, shall be borne by the operator or driver of the autocab.
A. 
A person shall be disqualified from operating or driving an autocab if a criminal history record background check required pursuant to N.J.S.A. 48:16-3 reveals a record of conviction of any of the following crimes:
(1) 
In New Jersey or elsewhere any crime as follows: aggravated assault, arson, burglary, escape, extortion, homicide, kidnapping, robbery, aggravated sexual assault, sexual assault or endangering the welfare of a child pursuant to N.J.S.A. 2C:24-4, whether or not armed with or having in his possession any weapon enumerated in Subsection r of N.J.S.A. 2C:39-1, a crime pursuant to the provisions of N.J.S.A. 2C:39-3, 2C:39-4, or 2C:39-9, or other than a disorderly persons or petty disorderly persons offense for the unlawful use, possession or sale of a controlled dangerous substance as defined in N.J.S.A. 2C:35-2.
(2) 
In any other state, territory, commonwealth, or other jurisdiction of the United States, or any country in the world, as a result of a conviction in a court of competent jurisdiction, a crime which in that other jurisdiction or country is comparable to one of the crimes enumerated in Subsection A(1) of this section.
B. 
If a person who has been convicted of one of the crimes enumerated in Subsection A(1) and (2) of this section can produce a certificate of rehabilitation issued pursuant to N.J.S.A. 2A:168A-8 or, if the criminal offense occurred outside New Jersey, an equivalent certificate from the jurisdiction where the criminal offense occurred, the criminal offense shall not disqualify the applicant from operating or driving an autocab.

A. 
Each license so issued shall be provided with a blank space upon which the record shall be made by the Police Department of any suspension or revocation of the license or of any arrest of or complaint against the licensee.
B. 
With each license there shall be delivered to the licensee a badge bearing his license number and his photograph sealed within the badge.

Every licensed driver shall, while engaged in his or her employment:
A. 
Have his or her driver's license in his or her possession.
B. 
Conspicuously display, on the outside of his or her coat, the badge referred to in § 382-11.

Each driver's license issued pursuant to the provisions of this article shall expire on December 31 next after the date of issuance.

A. 
Each application for a driver's license renewal shall be submitted to the Township Clerk on forms provided by the Township.
B. 
Applications for renewal of driver's licenses are subject to the provisions of § 382-10.

The fee for each taxicab, autocab, limousine or livery service driver's license or renewal thereof shall be $5.
