The owner or owners, occupant or occupants of premises and lands abutting or bordering upon any street, avenue or highway in the Borough are hereby required to remove all ice or snow from the sidewalks of such street, avenue or highway within 12 hours of daylight after the same shall be formed or fallen thereon.

If the owner or owners, occupant or occupants of the premises and lands abutting or bordering upon said sidewalks shall neglect, fail or refuse to comply with the provisions of § 395-21 of this article, then and in that case the ice and snow may be removed by the Streets, Buildings and Grounds Committee under the direction of the Mayor and Council, and the costs thereof shall be certified by the Chairman of the Streets, Buildings and Grounds Committee to the Assessor of Taxes of said Borough and shall thereupon become and be a lien upon said premises and lands and shall be added to and collected with and in the same manner as the taxes next to be assessed and levied upon such premises and lands.

Any person, firm or corporation violating any provision of this article shall be punishable by one or more of the following: imprisonment in the county jail for a term not exceeding 90 days, a fine not exceeding $2,000, or a period of community service not exceeding 90 days. Each day that the violation continues shall constitute a separate offense.
