A Kirkwood Arts Commission (KAC) is hereby created and established
which shall consist of nine (9) voting members nominated by the Commission
and with the approval of the City Council. All members shall have
an interest in the arts, and at least six (6) members shall be residents
of the City of Kirkwood. The President of the Kirkwood Arts Foundation
may serve as a non-voting member of the Commission. No member of the
municipal government shall be a member of the Commission.

The terms of the members of the Kirkwood Arts Commission shall
be for three (3) years with staggered terms. Anyone appointed to fill
a vacancy shall be appointed for the unexpired term only. Each member
shall serve until a successor is duly appointed and qualified. In
the event of death, resignation or removal of any member, a successor
shall be appointed to serve for the unexpired term for which such
member has been appointed. A quorum shall consist of five (5) voting
members. All members of the Kirkwood Arts Commission shall serve without
compensation.

The officers of the Kirkwood Arts Commission shall consist of
a Chairperson and a Vice Chairperson and such other officers it deems
necessary, and shall keep minutes of its proceedings. The officers
of the Kirkwood Arts Commission shall be elected by the members of
the Kirkwood Arts Commission; such officers shall serve in their respective
offices for a term of one year, or until their successors shall be
elected, unless re-elected to such office.

The Kirkwood Arts Commission (KAC) shall conduct meetings at
least six times a year on a regular day and time for each meeting.
The regular day and time will be established by the Commission. Additional
special meetings may be called as required by the Chairperson.

The Kirkwood Arts Commission duties and responsibilities are
as follows:
(a) Recommend programs that encourage and aid in the appreciation of,
awareness of, participation in, and utilization of the cultural arts
to benefit citizens of Kirkwood;
(b) Communicate with the public on arts events, including use of an Arts
Commission website;
(c) Organize and sponsor art, music and other cultural events in Kirkwood;
(d) Develop guidelines for and sponsor public arts projects;
(e) Encourage cooperation and coordination among individuals, organizations
and institutions involved in the cultural arts;
(f) Work with area arts not-for-profit organizations to maximize opportunities
for the arts and artists in the community;
(g) Act as an advisory committee to the City Council, other City boards,
departments and Kirkwood Area Arts Council in matters pertaining to
the visual art and aesthetics, if requested by such body or department.

The City shall assign to the Commission such office space and
facilities and such necessary assistance as shall be necessary for
the fulfillment of its duties.
