As used in this article, the following terms shall have the meanings indicated:
CAMPER
A minibus or van-type vehicle with sufficient equipment to render it suitable for use as a temporary dwelling for travel, recreational or vacation use.
FOLDING-TENT TRAILER
A folding structure mounted on wheels and designed for travel and vacation use and intended to be moved by towing.
MOBILE HOME (MOTORIZED HOME)
A vehicle, self-propelled or otherwise, used or intended to be used as a conveyance and so designed or constructed to permit its occupancy for dwelling or sleeping purposes for one or more persons and leaving no foundation, other than wheels, jacks or skirtings so arranged as to be an integral part of or portable by the vehicle.
MOTOR VEHICLE
Any vehicle propelled otherwise than by muscular power.
PICKUP CAMPER
A structure designed primarily to be mounted on a truck and with sufficient equipment to render it suitable for use as a temporary dwelling for travel, recreational or vacation use.
PORTABLE STORAGE STRUCTURES
Any portable container designed to provide temporary storage.
RECREATIONAL EQUIPMENT
Includes, jet skis, boats, and campers.
TRAILER
A nonautomotive platform or box with wheels used to transport items and designed to be pulled.
TRAVEL TRAILER
A vehicular, portable structure built on a chassis, designed to be used as a temporary dwelling for travel and recreational vacation use and intended to be moved by towing.
VEHICLE LENGTH
A. 
In the case of a travel trailer and folding-tent trailer, the overall length measured from the extreme rear portion of the unit to the extreme forward end of the trailer hitch.
B. 
In the case of a motorized home, the length of the vehicle measured from the rear bumper to the front bumper at the longest point.
C. 
In the case of a camper or pickup camper, the length of the vehicle comprising the camper or in which the camper body is installed.
A. 
The maximum permitted length of any trailer or motorized home, camper or pickup camper which may be stored or parked within the Borough limits shall be 20 feet.
B. 
Trailers, recreational equipment or vehicles parked or stored within the Borough limits shall be kept in good repair and carry a valid registration.
C. 
Recreational equipment or vehicles parked or stored within the Borough shall not have any connections to electricity, water, gas or sanitary sewer facilities. At no time shall such equipment and/or vehicles be used for living or sleeping while within the Borough limits. Electrical vehicles and hybrid vehicles may be connected to charging stations.
D. 
Trailers, recreational equipment, campers, or mobile homes may only be parked on Borough streets and/or roadways on Mondays through Fridays from 8:00 a.m. to 6:00 p.m. Trailers, recreational equipment, campers, or mobile homes may not be parked on Borough streets and/or roadways on Saturdays or Sundays. Such equipment or vehicles may be parked in the rear of the public parking lot adjacent to Centennial Park for a forty-eight-hour period. If parked in the open on private property in a residential district, the recreational equipment or vehicles must be parked to the rear of the rear setback line of the premises as defined in Chapter 147, Land Use.

E. 
No person shall park, locate, nor permit or allow or suffer the parking, placement or location of storage structures (including "pods") on public property. Storage structures may be placed on private property for a period of five days.
F. 
Any owner may park or place his or her validly registered boat trailer on his or her private property in a residential zone after obtaining an annual permit from the Borough. The Code Enforcement Officer will use the existing requirements for accessory structures as a guide when approving the parking location on each lot. Accessory structures shall not be located in any required front yard space and be 10 feet from side and rear lines in the R-100 zone and four feet from side and rear lines in the R-50 zones.

G. 
No person shall place or locate any boat or vessel of any kind on the ground, on blocks or on any other supporting device other than a trailer within the Borough limits from July 1 to August 31. Boats or vessels of any kind that have a valid registration may be placed on the ground, on blocks or on any other supporting device, including a trailer, within the Borough limits from September 1 to June 30 after obtaining an annual permit from the Borough. The Code Enforcement Officer will use the existing requirements for accessory structures as a guide when approving the parking location on each lot. Accessory structures shall not be located in any required front yard space and be 10 feet from side and rear lines in the R-100 zone and four feet from side and rear lines in the R-50 zones. This regulation shall not apply to property located in the B-2 Marine Commercial Zone.

H. 
Commercial and contractors' trailers, equipment, and vehicles may be parked on Borough streets on the same block as the property having work performed from 8:00 a.m. through 6:00 p.m., Monday through Friday only. Contractors' equipment of any kind, including, but not limited to, bulldozers, trailers, front-end loaders, or backhoes may only be parked on private property overnight upon approval of the Code Enforcement Officer, who shall determine whether there is sufficient space that the equipment can be located without encroaching on any applicable setback lines for the zoning district in which the property is located. Such approval shall be requested during the construction permit process.

I. 
The prohibitions set forth in Subsections A through H above shall not apply to any motor vehicle, contractors' equipment or trailer which is fully enclosed or housed within a garage customarily incidental to the principal building permitted under Chapter 147, Land Use.
A. 
Unless otherwise specified herein, for a violation of any provision of this chapter, the maximum penalty, upon conviction thereof, shall be a fine not exceeding $1,000 or imprisonment for up to 90 days or a period of community service not exceeding 90 days, or any combination thereof. Except as otherwise provided, each and every day in which a violation of any provision of this chapter exists shall constitute a separate violation.
B. 
All fines and penalties under this chapter may be paid directly to the Municipal Court Administrator, unless otherwise indicated by the officer issuing the summons.
