The Board of Selectmen may establish such regulations, not conflicting
with any bylaw of the Town, for the introduction and use of water,
the measurement thereof, the establishing of rates and payment therefor,
as it may deem expedient; and upon any failure or refusal on the part
of any taker of water to comply with such regulations, the Board may
shut off or refuse to supply water to any such taker.
