The Township of Blair hereby adopts the Blair Township Water and Sewer Authority Water and Wastewater System Rules, Regulations and Policy as previously adopted by the Blair Township Water and Sewer Authority by resolution relating thereto; those resolutions being 2006-01, 2006-02, 2006-03, 2007-01, 2007-02, 2007-03, 2007-04, 2007-05, 2007-06, 2007-07, 2007-08, 2007-09, 2007-10, 2007-11, 2008-01, 2009-02, 2009-03, 2009-05, 2010-02, 2011-02. Said policies are incorporated herein and made a part hereof.[1]

The Township of Blair, by this article, hereby adopts any resolution hereinafter passed by the Blair Township Water and Sewer Authority relating to or amending the water or wastewater rules, regulations and policies for the purpose of enforcement of the same.
Any citation brought pursuant to this article shall be permitted to be filed by any duly appointed representative of the Blair Township Water and Sewer Authority or any Blair Township police officer.
Any civil action, whether legal or equitable, shall be permitted to be filed by any duly appointed representative of the Blair Township Water and Sewer Authority.
Any person who violates or permits a violation of this article shall, upon being found liable therefor in a civil enforcement proceeding commenced by the Township before a Magisterial District Judge, pay a fine of not more than $600, plus all court costs, including reasonable attorneys’ fees, incurred by the Township in the enforcement of this article. No judgment shall be imposed until the date of the determination of the violation by the Magisterial District Judge. If the defendant neither pays nor timely appeals the judgment, the Township may enforce the judgment pursuant to the applicable Rules of Civil Procedure. Each day a violation exists shall constitute a separate offense. Further, the appropriate officers or agents of the Township are hereby authorized to seek equitable relief, including injunction, to enforce compliance herewith.
